Ministry of Industry Introduces Comprehensive and Rapid Export Review Procedures
On the 26th, the Ministry of Trade, Industry and Energy announced that it will revise and promulgate the "Industrial Technology Protection Guidelines" to introduce a comprehensive and expedited export review procedure for the export of national core technologies with low risk of technology leakage.
Through this notice, an annual comprehensive review procedure will be introduced for technology exports related to overseas approval of pharmaceuticals containing national core technologies and joint research with overseas subsidiaries, and a rapid response plan for overseas patent disputes has been established. The establishment of non-exclusive ordinary licenses transferring only the technology data disclosed at the time of patent application is excluded from the review.

With this system improvement, the approval process for exporting national core technologies for overseas pharmaceutical approvals is expected to shorten the review period by about one month. Joint research with overseas subsidiaries wholly owned by domestic companies will only require one annual review, allowing free exports, significantly reducing the burden on companies and enhancing efficiency.
