The decision on whether to dismiss the national disaster and safety management chief, a position vacant for over five months, will be made on the 25th. This is the impeachment trial of Minister of the Interior and Safety Lee Sang-min, who was impeached over the inadequate response to the 'Itaewon tragedy.' Depending on the Constitutional Court's ruling on this day, significant changes are expected in the Yoon Seok-yeol administration's governance in the second half of the year. Considering that Lee was already cleared of charges in a prior police investigation, the possibility of his return is high. However, the Presidential Office is refraining from making any statements and is maintaining a cautious stance.
The Constitutional Court will hold the impeachment trial verdict session for Minister Lee at 2 p.m. at the Grand Courtroom of the Constitutional Court in Jaedong, Jongno-gu, Seoul. This comes 269 days after the Itaewon tragedy occurred and 167 days since the National Assembly passed the impeachment motion against him. Earlier, on February 8, the National Assembly passed the impeachment motion against Minister Lee, holding him responsible for the inadequate response to the Itaewon tragedy. The motion was initiated by the Democratic Party of Korea, the Justice Party, and the Basic Income Party.
The key issues in the impeachment motion are whether Minister Lee violated his duties to take pre-disaster preventive measures and post-disaster response measures, and whether he made inappropriate remarks or actions after the tragedy. However, compared to an elected president, the Constitutional Court may set a lower threshold for what constitutes a 'serious legal violation' warranting dismissal for an appointed minister. In January, the Police Special Investigation Headquarters concluded its investigation into the Itaewon tragedy and cleared Minister Lee of any charges. At that time, the Special Investigation Headquarters explained that after reviewing the legal aspects by agency, they found no grounds for charges and closed the case with no charges.
If the impeachment motion is dismissed on this day, Minister Lee will return to his duties, marking a turning point that could restore the Yoon administration's governance to a normal trajectory. During the vacancy period, the vice minister acted as the interim head, but there were inevitably limitations in policy decision-making and formulation as the minister overseeing national disaster and safety management. Moreover, the Minister of the Interior and Safety plays a role as a network hub in the government by attending both the Government Economic Ministers' Meeting and the Social Ministers' Meeting. The Ministry of the Interior and Safety's role is divided across the Yoon administration's three major reforms (labor, pension, education). A Presidential Office official stated, "Although the vice minister managed the work, it is true that the absence of a minister limited policy decision-making. The Ministry of the Interior and Safety is responsible for coordinating roles among ministries and managing related organizations and personnel, so its normal operation will send a new signal to other ministries."
Minister Lee's return will also relieve President Yoon Seok-yeol from responsibility. Consequently, criticisms that the impeachment was 'excessive' as well as accusations that it caused a vacancy in the 'disaster safety control tower' can be shifted to the opposition parties. Although the Democratic Party has reportedly decided to hold Minister Lee politically accountable even if the impeachment is dismissed, they will inevitably face limitations as they lose the legal and constitutional grounds. Additionally, President Yoon's approval ratings, which had stalled amid ongoing diplomatic schedules focused on economic and practical benefits and messages about cartel reform, may rebound. Considering that the Itaewon tragedy had hampered approval ratings for several months, governance in the second half of the year is expected to gain momentum.

However, if the Constitutional Court decides to dismiss Minister Lee, it will officially acknowledge the government's failure to respond properly to the Itaewon tragedy, making disruptions to government administration unavoidable. This will likely become a significant variable in the timing and scale of the Yoon administration's second cabinet reshuffle, with repercussions spreading to the government and ruling party, potentially leaving them at the mercy of the opposition throughout the general election period. Minister Lee, considered a close aide to President Yoon, will effectively end his role in this administration. A person dismissed by an impeachment decision cannot serve as a public official for five years from the date of the ruling. Furthermore, even if an impeachment decision is made, it does not exempt the respondent from civil or criminal liability.
