The Seoul Metropolitan Government is increasing the 'Self-Reliance Settlement Fund' to 20 million won to support the social settlement of youth preparing for independence, and will provide 60,000 won per month for public transportation expenses. They also plan to establish a system for specialized counseling on issues such as fraud and wage arrears.
On the 24th, the city announced the 'Self-Reliance Support Enhancement Plan 3.0 for Youth Preparing for Independence,' which includes these measures. This is the third phase following the first comprehensive plan for youth preparing for independence, which the city first implemented among local governments in 2021, and the second phase announced last year.
Considering demands for support that reflects real-life stability, the Self-Reliance Settlement Fund will be expanded from the existing 15 million won to 20 million won, the first such increase nationwide. The target beneficiaries are youth preparing for independence whose protection ends as of January next year. In 2021, 5 million won was provided, 10 million won last year, and 15 million won this year.
Due to the increase in public transportation costs in the second half of the year, an additional 60,000 won per month will be provided in cash starting in September. Applications can be submitted at the local community service centers from August.
Personalized career support will be expanded so that youth preparing for independence can choose their career paths and design their lives independently.

Seoul will form a '100-Mentor Group' to strengthen psychological and emotional support for youth preparing for independence. The mentor group will consist of various professionals in their 20s and 30s working in companies and public institutions, including office workers, legal professionals, and artists, allowing youth preparing for independence to select mentors they wish to work with. Seoul Mayor Oh Se-hoon, opera singer Jo Sumi, and Hwang Young-gi, chairman of the Green Umbrella Children’s Foundation, have joined as honorary mentors.
The self-reliance camp, which received high satisfaction in the second phase plan, will be revamped under the new name 'Uri-kiri Travel Camp' and its support scale will be tripled. At 'Young Plus Seoul,' a one-stop support space for youth preparing for independence recently opened, cultural and healing programs will be operated based on demand surveys of the youth.
The 'Learning Market,' where participants can choose education on practical topics such as housing, finance, and law, has been operating since the 22nd of this month. Additionally, 'Honey Tip Communication Talks,' where life seniors share realistic future exploration through workplace and social experiences, and one-on-one personalized career consulting are also provided.
Furthermore, a support system will be established to professionally address issues that youth preparing for independence are particularly vulnerable to, such as fraud, wage arrears, and isolation. Specific solutions will be sought through a 'Specialized Solution Meeting' composed of experts in each field and related organizations.

The city will identify the actual conditions of isolated, reclusive, and low-energy youth among those preparing for independence and provide integrated specialized self-reliance support services including counseling and recovery programs.
