Seoul City Strengthens Subsidy Management for Labor Organizations... 21 Ordinances Promulgated
Performance Reporting, Accounting Audit, and Performance Evaluation Specified
Criteria for Cancellation and Return in Case of Fraudulent Acquisition Also Included
Seoul City is strengthening the management of subsidies provided to labor organizations such as the Korean Confederation of Trade Unions (KCTU) and the Federation of Korean Trade Unions (FKTU).
On the 24th, Seoul City announced the "Partial Amendment Ordinance on the Support for Labor Organizations and Labor-Management Relations Development in Seoul," which specifies regulations on performance reporting, accounting audits, and performance evaluations to enhance the transparency and accountability of subsidy projects provided to labor organizations.
Labor organizations receiving subsidies must prepare performance reports and submit them to the Mayor. Organizations with an annual total subsidy amount of 1 billion KRW or more must also submit audit reports. The Mayor conducts performance evaluations based on these reports and reflects the results in budget planning.
The ordinance also includes cases where subsidy payments can be canceled or refunds ordered. If subsidies are used for other purposes or obtained through fraudulent means, or if the recipient violates laws, ordinances, subsidy grant decisions, or other Mayor’s orders under the law, the Mayor may cancel or recover the subsidies paid to the labor organizations.
On the same day, Seoul City promulgated a total of 21 ordinances (1 newly established and 20 amended) after review by the Ordinance and Regulation Deliberation Committee. Starting next month, a total of 10 regulations (1 newly established, 7 amended, and 2 abolished) will be promulgated.
The amendments include the "Partial Amendment Ordinance on the Operation and Support of the Seoul Institute," which integrates the Seoul Institute and the Seoul Technology Research Institute.
The "Partial Amendment Ordinance on Support for Women-Owned Businesses in Seoul," which includes provisions to give preferential treatment when women-owned businesses apply for loans from the Small and Medium Business Development Fund or credit guarantees from the Credit Guarantee Foundation, was also promulgated.

The "Partial Amendment Regulation on Delegation of Affairs in Seoul," aimed at establishing procedures and support measures for victims of jeonse fraud, will be promulgated on the 3rd of next month. Accordingly, the Minister of Land, Infrastructure and Transport will re-delegate affairs delegated to city and provincial governors to district mayors.
