Im Tae-hee, Superintendent of Education, "We will create a new Student Rights Ordinance with strengthened responsibilities and authority"
Gyeonggi Provincial Superintendent of Education Lim Tae-hee held an emergency press conference on the revision of the Student Human Rights Ordinance and the protection of educational activities on the afternoon of the 21st at the Suwon Southern Government Complex.
View original imageLim Tae-hee, Superintendent of Gyeonggi Provincial Office of Education, recently announced plans to revise the Student Human Rights Ordinance to strengthen the content regarding 'student responsibility' amid a nationwide increase in incidents of infringement on teachers' authority.
On the 21st, Superintendent Lim held an urgent press conference on the Student Human Rights Ordinance at the Southern Office of the Suwon Provincial Office of Education, stating, "Many people are concerned about schools and education due to recent unfortunate news from school sites," and emphasized, "We will comprehensively revise the Gyeonggi Student Human Rights Ordinance, which has focused on protecting individual students' rights, to protect the learning rights of all students and the educational activities of teachers."
Accordingly, the Provincial Office of Education will first amend Article 4 of the ordinance to supplement the sections on 'responsibility and duty.'
Paragraph 3 of Article 4 currently stipulates that "students must learn about human rights, protect their own human rights, and strive to respect the human rights of others, including principals."
The Provincial Office of Education plans to include in the ordinance a provision stating that "students and guardians must respect the learning rights of other students and the educational activities of teachers to ensure the student's right to education."
Additionally, Article 8 of the ordinance will be revised to newly include provisions guaranteeing the learning rights of other students.
To this end, the Provincial Office of Education plans to supplement the prohibition clause on the demerit and merit point system, allowing students to be educated through methods such as rewards, advice, counseling, warnings, and discipline.
The methods of student discipline will also include 'parent education,' thereby strengthening the educational responsibilities of parents.
Reflecting the purpose of these revisions, the current Gyeonggi Student Human Rights Ordinance will be renamed the "Ordinance on Student Rights and Responsibilities."
Furthermore, the office plans to rename the currently operated "Student Human Rights Advocate" to the tentative title "Student Life Character Education Officer" to strengthen character education for students.
Superintendent Lim Tae-hee added, "The existing ordinance focused on individual human rights guaranteed by the Constitution, which limited preventing situations where protecting the freedom of individual students caused harm to other students in educational settings. Through this ordinance revision, we will more clearly define the limits of individual students' rights to balance student human rights and teachers' authority."
Earlier, the Provincial Office of Education set a policy last year to revise the Gyeonggi Student Human Rights Ordinance for balanced development of student human rights and teachers' authority, and in May, prepared the "Gyeonggi Character Education Roadmap" containing related content.

Meanwhile, the Provincial Office of Education plans to hold related forums this month or next and finalize the legislative draft by September.
