Seoul Metro (President Baek Ho) Jongno Operations Office announced that since March, it has established a collaborative system of ‘Escalator Safety Guardians’ with traditional market merchants at Jegi-dong Station, resulting in a continuous decrease in the number of accidents.
Jegi-dong Station has the highest accident rate per escalator among stations in the Jongno Operations Office.
In particular, at Jegi-dong Station, accidents frequently occur where elderly passengers using handcarts near the adjacent traditional market trip and fall. To effectively reduce safety accidents, the Jongno Operations Office has partnered with traditional market merchants located near Exit 2 of Jegi-dong Station to prevent safety accidents.
The station chief of Jegi-dong appointed five merchants near Exit 2 as ‘Escalator Safety Guardians’ and holds escalator safety education and meetings twice a month covering emergency stop button operation and safety rules.
The safety guardian activities are conducted daily from 10 a.m. to 6 p.m., during which merchants near Exit 2 perform their main duties while intermittently carrying out safety activities. They also promote safety rules to passengers purchasing goods at the market and using the subway, such as advising to use elevators when carrying handcarts.
On July 3, 2023, around 1:52 p.m., an elderly male passenger in his 80s descending the escalator at Jegi-dong Station on Line 1 was unable to get off due to a walker placed in front of him, causing a female passenger in her 70s behind him to fall as well. A market merchant conducting safety guardian activities near Exit 2 immediately checked the situation and pressed the emergency button to stop the escalator, promptly responding to a situation that could have led to a serious accident.
On the same day, a chain fall accident occurred due to a passenger carrying a walker who fell while using the escalator. At that time, merchant Kang Shin-woong, who was performing safety guardian activities near Exit 2, responded immediately, helping to minimize passenger damage. The company expressed gratitude for Mr. Kang’s rescue efforts and recommended him as a subway hero for the second quarter.
According to Article 18, Clause 9 of the Elevator User Compliance Regulations, strollers or carts must not be boarded on escalators or moving walkways.
