Myeong Hyun-gwan, Haenam County Governor, Continues Busy Efforts to Secure National Funding
Request for Current Projects Including Green Convergence Cluster Visit to Central Government Ministries
County Governor Myeong Hyun-gwan: "Time to Establish National Measures to Address Climate Crisis"
Myung Hyun-gwan, the governor of Haenam County, visited the government Sejong Government Complex on the 20th and is continuing his busy efforts to secure national funding.
In particular, through this visit, Governor Myung actively proposed projects related to responding to the escalating climate crisis and requested the securing of national funds.
First, he proposed the establishment of a green convergence (carbon neutrality) cluster for reprocessing and resource circulation of used solar panels. The green convergence cluster is a facility that integrates R&D research and development, demonstration testbeds, testing and certification centers, and corporate support facilities, with 45 billion KRW of national funding invested.

As the distribution of solar power generation has greatly increased, the amount of used panels is also increasing exponentially, and it is projected to reach 9,632 tons by 2032, ten years from now.
Jeonnam is the largest solar power generation facility area in the country, and Haenam is evaluated as the optimal site for the government’s national task of creating an eco-friendly renewable energy industrial belt.
Governor Myung Hyun-gwan emphasized, “In the current situation where the crisis of abnormal climate such as recent monsoons is seriously emerging, the importance of carbon neutrality through resource circulation is becoming more prominent,” and added, “We must rapidly promote the green convergence cluster and foster it as a key pillar in responding to climate change.”
Additionally, as floods and wind damage caused by abnormal climate are occurring frequently, he also proposed a comprehensive flood and wind damage living zone maintenance project for the Hwawon Wolho district.
Wolho Stream in Hwawon-myeon is an area where the capacity of the unregulated small stream’s cross-section and drainage gate facilities is insufficient, raising concerns about flooding damage due to overflow, and it was designated as a natural disaster risk improvement district this year.
The county is proposing the rapid promotion of projects such as small stream maintenance, bridge reconstruction, and drainage facility installation as the risk to residents is increasing due to rapidly changing climate.
On this day, Governor Myung met with Choi Hoon, Director of the Local Autonomy Balanced Development Office at the Ministry of the Interior and Safety, and Hwang Son-gwan, Director of Welfare and Safety Budget Review at the Ministry of Economy and Finance, to explain these matters and actively request support.
Through this visit, proposals were also made for rural village sewage and sewer pipe maintenance projects, including sewage maintenance in Gusan, Hwangsan-myeon, Jingi, Okcheon-myeon Mago, and maintenance of aging sewer pipes in Haenam-eup, where inflow volume has increased due to apartment and population growth, as well as a leading project for historical and cultural environment maintenance to preserve the Baekpoman historical and cultural zone in the Hyeonsan-myeon area.

Governor Myung Hyun-gwan said, “The entire nation has experienced great sorrow and pain due to the recent extreme heavy rains, and Haenam also suffered significant damage such as farmland flooding,” adding, “I proposed related projects through visits to central government departments with the thought that it is time to establish national countermeasures to respond to the climate crisis, as well as to promote urgent pending projects.”
