Busan City Starts Design Service for Hwangryeong 3 Tunnel Road Construction Project ... Construction to Begin in 2025
Designated as a Major Urban Area Traffic Congestion Road in 2021 → Passed Preliminary Feasibility Study in 2022
Confirmed Promotion of National Subsidized Road Project, Target Opening in 2030
Busan City held a kickoff meeting for the basic and detailed design service to actively promote the ‘Hwangryeong 3 Tunnel Road Construction Project’ at 10 a.m. on the 19th in the 20th-floor conference room of City Hall.
The ‘Hwangryeong 3 Tunnel Road Construction Project,’ with a total length of 4.11 km, is a road construction project connecting Sinrisamgeori in Yeonsan-dong, Yeonje-gu, and Hwangryeong-daero in Daeyeon-dong, Nam-gu, with a total project cost of 369.6 billion KRW.
This project was designated as the 4th metropolitan area traffic congestion road by the Ministry of Land, Infrastructure and Transport in July 2021, and a preliminary feasibility study was immediately initiated in December 2021. In August of last year, the Ministry of Economy and Finance’s Fiscal Project Evaluation Committee recognized the project’s feasibility based on the preliminary feasibility study results, finalizing it as a nationally subsidized road project.
The total project period is from 2023 to 2029, and if the project proceeds as planned, it is scheduled to open in 2030. Upon opening, the travel time from Yeonje Interchange to Daenam Interchange is expected to be reduced by a total of 20 minutes, from 35 minutes to 15 minutes by car.
Additionally, as a nationally subsidized financial road project, it is expected to be available for free without toll fees.
The meeting was attended by the Director of the Urban Planning Bureau of Busan City and related personnel from the service company, reviewing the overall plan for promoting the basic and detailed design.
The basic and detailed design service period is two years, from June 27, 2023, to June 26, 2025. By the second half of 2024, a route plan for the Hwangryeong 3 Tunnel will be selected, followed by administrative procedures such as resident briefings, technical consultations, design value engineering (VE), and negotiations on the total project cost.
Once the procedures are completed in the first half of 2025, compensation and construction will begin simultaneously in the second half of 2025 to expedite project implementation.
Im Kyung-mo, Director of the Urban Planning Bureau of Busan City, stated, “We will promptly open the Hwangryeong 3 Tunnel, the only road directly connecting Yeonje-gu (Yeonsan Interchange) and Nam-gu (Daenam Interchange), to alleviate citizen inconvenience and traffic congestion caused by detours such as Suyeong-ro during commuting hours, and to contribute to balanced urban development by directly connecting the two areas separated by Hwangryeongsan.”
