Pre-Occupancy Defect Quality Inspection to Prevent Poor Workmanship
In the first half of this year, more than 6,000 newly built apartment units in the Ulsan area were found to have over 700 defects, which are expected to be corrected.
Ulsan City announced on the 18th that a total of 760 defects were discovered as a result of quality inspections conducted on newly built apartments during this period through the ‘Apartment Quality Inspection Team.’
The inspection was carried out on a total of 6,373 units across 14 private newly built apartment complexes with 30 or more units.
Following the inspection, Ulsan City requested corrections for a total of 760 defects ranging from serious issues such as concrete cracks, wall leaks, and rebar joints to general defects like plastering and finishing problems.
In the second half of the year, quality inspections will also be conducted on 9,065 units across 23 newly built complexes.

View original imageThe Apartment Quality Inspection Team has been operating since 2018, composed of 57 housing construction experts, to conduct professional inspections of common areas’ construction status, reduce disputes related to construction defects, improve construction quality, and enhance residential satisfaction for prospective residents.
The quality inspections are conducted twice: △ during the structural work stage (at 30% progress) and △ at the completion stage (within 10 days after a preliminary visit by prospective residents). Especially, to ensure transparency and reliability, prospective residents are allowed to observe the quality inspection at the completion stage.
To receive the quality inspection service from the Ulsan City inspection team, the project owner (such as a cooperative) of a private apartment complex with 30 or more units must submit an ‘Apartment Quality Inspection Request Form’ to the relevant local government.
The inspection results are notified to the relevant local government within 5 days from the inspection date. For any defects found, the project owner must bear the costs and complete repairs and reinforcements before residents move in, in accordance with related laws.

An official from Ulsan City stated, “The operation of the Apartment Quality Inspection Team contributes not only to preventing safety accidents but also to improving residents’ convenience and the construction quality of apartments,” adding, “We will do our best to enhance construction standards and residents’ housing satisfaction.”
