Gangbuk-gu to Promote Safety Inspection Service for Reconstruction of Beondong 1st Complex Jugong Apartment
35.59% of Residents Agree to Reconstruction Safety Inspection
Committee Collects 260 Million KRW for Safety Inspection and Deposits to District Office
District to Conduct Safety Inspection Focusing on Structural Safety and Residential Environment through Service
Seoul’s Gangbuk-gu (District Mayor Lee Soon-hee) announced that it will promote a safety inspection service for the reconstruction judgment of Beondong 1st Complex Jugong Apartment.
Located in Beondong 242 area, Beondong 1st Complex Jugong Apartment was completed on May 16, 1991, marking its 33rd year this year. The complex has a total floor area of 107,680.92㎡, consisting of 14 buildings with 1 basement floor and 5 to 15 floors above ground, currently housing 1,430 households.
On June 30 last year, residents obtained consent from 505 households (consent rate 35.59%) to reconstruct the aging apartment and requested a safety inspection from Gangbuk-gu. In response, the district completed an on-site investigation on September 7 of the same year and determined that a safety inspection was necessary for the complex.
Then, on January 27 this year, the district estimated the safety inspection cost at about 260 million KRW and informed the Beondong Jugong 1st Complex Reconstruction Promotion Preparation Committee (hereafter the Committee). The Committee deposited the safety inspection cost, raised through self-funding, to Gangbuk-gu on June 8 (Thursday). Following residents’ requests, the district will begin the reconstruction safety inspection service this month.
The district plans to conduct the following through the safety inspection service for Beondong 1st Complex Jugong Apartment: ▲evaluation of building finishing and facility aging ▲cost analysis evaluation ▲assessment of structural stability and usability ▲cause analysis and establishment of future maintenance measures ▲comprehensive judgment and report preparation.
Once the safety inspection is completed, the complex will receive one of the following judgments: ‘maintenance’, ‘conditional reconstruction’, or ‘reconstruction’. If judged as ‘reconstruction’, the reconstruction project can proceed; if ‘conditional reconstruction’, the project’s feasibility will be reviewed before deciding whether to proceed.
This safety inspection applies the Ministry of Land, Infrastructure and Transport’s ‘Safety Inspection Standards for Housing Reconstruction Judgment’ effective from this year. The standards include changes such as reducing the weight of structural safety from 50% to 30%, increasing the weight of residential environment from 15% to 30%, and increasing the weight of building finishing and facility aging from 25% to 30%. It also includes easing the feasibility review procedures for conditional reconstruction.

Lee Soon-hee, Mayor of Gangbuk-gu, said, “The most important factor in project promotion is the residents’ intention. As shown by the consent rate of 35.59%, exceeding the application requirement of 10%, residents’ desire for reconstruction appears strong. If the project proceeds after the safety inspection, we will actively support it by utilizing resident briefing sessions and maintenance project academies.”
