Eunpyeong-gu to Conduct Human Rights Education for Public Officials
A total of 15 sessions on human rights violation issues to be held by December
Eunpyeong-gu (Mayor Kim Mi-kyung) will conduct a total of 15 sessions of education on major human rights violation issues for Eunpyeong-gu public officials by December to realize pioneering human rights administration.
According to Article 10 of the “Ordinance on the Guarantee and Promotion of Human Rights in Eunpyeong-gu,” enacted on October 22, 2015, the district is required to provide at least one human rights education session annually for public officials affiliated with Eunpyeong-gu.
This year’s human rights education will address issues such as hate and power harassment, which are representative human rights violation issues in modern society, as well as the emerging human rights issue of the climate crisis.
The education will be conducted in an interactive format. Unlike the traditional knowledge delivery or one-way lecture style, this approach aims to improve the vertical communication structure, which has been pointed out as a chronic problem in public official training. This is to maximize the learning effect for public officials attending the human rights education.
In November last year, the National Human Rights Commission of Korea, as the first government agency, expressed the opinion to the Korean government that basic rights such as the right to life, food, health, and housing have been violated due to the climate crisis.
Additionally, the Korean Human Rights Cities Council (Chairman Kim Mi-kyung, Mayor of Eunpyeong-gu) defined the guarantee of “climate rights,” threatened by the climate crisis, as a responsibility of human rights cities at its regular general meeting in March. As a measure for implementation, efforts to reduce greenhouse gas emissions were proposed. The Korean Human Rights Cities Council includes a total of 20 local governments such as Seoul’s Eunpyeong-gu, Gwangmyeong-si in Gyeonggi-do, and Dong-gu in Gwangju.

Kim Mi-kyung, Mayor of Eunpyeong-gu, said, “We expect this human rights education to be an opportunity to firmly establish human rights administration among Eunpyeong-gu public officials,” and added, “We will continue to plan various human rights education programs to promote and guarantee the human rights of Eunpyeong residents.”
