The 9th Gwangju City Council Officially Begins Its 2nd Year of Legislative Activities... Temporary Session Until the 19th
City and Education Office Review Supplementary Budget and Process 52 Agenda Items
The Gwangju Metropolitan Council (Chairman Jeong Muchang) has officially begun the second year of its 9th council's legislative activities.
The Gwangju City Council announced on the 10th that it has entered the session of the 318th extraordinary meeting, which will be held until the 19th.
During this extraordinary session, the council plans to review the 2023 second supplementary budget proposal of Gwangju City and the City Office of Education, and handle a total of 52 agenda items including 44 ordinance bills, 3 budget bills, 2 regulation bills, 1 opinion hearing bill, and 2 report bills.
The Administrative and Autonomy Committee will handle 8 items including the "Partial Amendment Ordinance of the Gwangju Metropolitan City Shared Property Management Ordinance," the Environment and Welfare Committee will handle 12 items including the "Partial Amendment Ordinance of the Gwangju Metropolitan City Sewerage Usage Ordinance," the Industry and Construction Committee will handle 6 items including the "Partial Amendment Ordinance of the Gwangju Metropolitan City Urban Planning Ordinance," the Education and Culture Committee will handle 9 items including the "Complete Amendment Ordinance of the Gwangju Metropolitan City Culture and Arts Award Ordinance," and the Special Committee on Ordinance Maintenance will handle 7 items including the "Batch Amendment Ordinance of 8 Ordinances under the Welfare and Health Bureau of Gwangju Metropolitan City for the Maintenance of Citation Clauses of Higher Laws."
Additionally, the council plans to process 3 budget bills including the "2023 Second Supplementary Budget Proposal for General and Special Accounts of Gwangju Metropolitan City," 1 opinion hearing bill on the "Gwangju Metropolitan City Comprehensive Plan for Natural Disaster Reduction (Draft)," and 2 report bills on the "Private Consignment Operation of the Gwangju Ilgok Youth Culture House."
Chairman Jeong Muchang stated, "Despite some initial concerns at the beginning of the opening, over the past year since the opening, compared to the first year of the previous 8th council, the number of ordinances proposed by council members increased by 33%, policy forums by 39%, and the number of council member research meetings increased more than sevenfold, demonstrating passionate legislative activities and receiving positive evaluations. As the direction for the second year of legislative operations, we will realize a 'council that studies and works,' a 'council with expertise,' and a 'council that takes the lead in solving local issues,' thereby achieving a more advanced council image."
Regarding this session, he urged council members to carefully review the supplementary budget proposal process, considering the decrease in tax revenue due to economic downturn, bold expenditure adjustments, and future investments that must not be abandoned.
