Effectiveness of Gangnam-gu Social Security Division's Learning Club Activities?
Gangnam-gu Enhances Resident Convenience through Social Security Learning Club ‘Hamkke-Gachi’
Held 12 Sessions in Total, Strengthening Communication and Collaboration Based on a Learning Club of 41 Members from All Departments to Improve the Quality of Social Security Services
Gangnam-gu (District Mayor Jo Seong-myeong) Social Security Division has operated the employee learning club ‘Hamkke-Gachi’ from February to June to strengthen collaboration among staff and enhance convenience for residents.
Following the organizational restructuring in the 8th local government term, the newly reorganized Social Security Division started a learning club involving all 41 employees to become a department providing specialized social security services.
Four teams, each consisting of 2 to 3 members, participated twice a month over 12 sessions to actively promote administration by studying together 11 key topics including ▲priority guarantee review for vulnerable groups ▲major points of the national basic integrated survey ▲criteria for conditional beneficiaries, among other major projects.
During the customized livelihood benefit reapplication period in May, each team actively collaborated to minimize civil complaints regarding 288 households deemed ineligible and 499 households with suspended social security benefits.
Each team double-checked whether there were any guideline errors in the beneficiary determination process and jointly identified available services for ineligible households to guide the recipients accordingly.
This proactive administration shone during the regular social security benefit verification survey conducted from April to June. The first half verification survey involved receiving 84 types of information from 18 institutions and a three-month verification process checking changes in health insurance monthly salary, property tax information, income, and assets. While investigating 4,325 cases, the district took measures through the Livelihood Security Deliberation Committee to maintain continuous support for 38 households facing difficulties in daily life but at risk of losing benefit coverage.
Additionally, during the regular survey period, health-vulnerable households required to submit hospital treatment receipts were guided on how to apply online or by phone for receipt submission. Furthermore, cooperation was requested from the National Health Insurance Service to verify total medical expenses, facilitating the submission of medical expense data from households with mobility difficulties due to deteriorating health, thereby improving resident convenience.
