Standing Commissioner Kim Jong-guk has held key positions including Head of Public Relations at the Central Election Commission, Head of Elections in Incheon Metropolitan City, Secretary General of the Association of World Election Bodies, and Secretary General of the Jeju Special Self-Governing Province Election Commission.

Secretary General Kim Man-young has gained experience in various roles such as Overseas Election Officer at the Embassy of the Republic of Korea in Japan, full-time professor at the Election Commission Training Institute, and Head of Elections at the Ulsan Metropolitan City Election Commission.
