Ministry of Science and ICT Holds 'Telecommunication Disaster Management Deliberation Committee' Meeting...Review of Implementation Status
The Ministry of Science and ICT announced that it held the first 'Telecommunication Disaster Management Deliberation Committee' meeting of 2023 on the 30th.
At the first deliberation committee meeting held that day, reports were made on ▲ the status of amendments to the enforcement decrees related to digital safety laws ▲ the results of the 2022 telecommunication disaster management basic plan implementation status check ▲ and the results of the inspection of network work management practices of major telecommunication carriers.
The first agenda item, 'Status of Amendments to Enforcement Decrees Related to Digital Safety Laws,' reported on the progress and key amendments of the enforcement decrees under the 'Framework Act on Broadcasting and Communications Development,' the 'Act on Promotion of Information and Communications Network Utilization and Information Protection,' and the 'Telecommunications Business Act,' which were revised following the Pangyo Data Center fire incident in October last year. The three enforcement decree amendments reported this time were approved at the Cabinet meeting on the 27th and are scheduled to take effect on July 4.
The second agenda item, 'Results of the 2022 Basic Plan Implementation Status Check,' reported on the implementation status of 11 major telecommunication operators regarding the '2022 Telecommunication Disaster Management Basic Plan,' which was established to prevent the occurrence of telecommunication disasters and to ensure rapid response and recovery.
The third agenda item, 'Results of the Inspection of Network Work Management Practices of Major Telecommunication Carriers,'
reported on the inspection results of the current status and implementation of improvement plans for network work management of major telecommunication carriers, related to strengthening the network error prevention and response system, which is part of the 'Network Stability Assurance Measures' prepared following the KT network failure incident in October 2021.

Deputy Minister Park Yoon-kyu stated, “At this deliberation committee meeting, we checked whether operators have implemented the measures promoted by the Ministry of Science and ICT for systematic disaster management in the digital sector,” and added, “It is important for the public and private sectors to work together in prevention and preparedness to ensure that a digital blackout does not occur.”
