Strengthening Disaster Response Capabilities and Resident Evacuation Skills through Repeated Drills

On the 27th, Pohang City held the ‘Eup, Myeon, Dong Disaster Preparedness Capacity Enhancement Meeting’ at the Ocheon-eup Administrative Welfare Center to ensure citizen safety and achieve zero casualties.

View original imagePresided over by Vice Mayor Kim Nam-il, the meeting was attended by the heads of Nam-gu and Buk-gu districts, 29 eup, myeon, and dong chiefs, as well as disaster response team leaders and staff from each eup, myeon, and dong. The meeting was organized to improve on-site response capabilities and resident evacuation capacity during urgent disaster situations.
The meeting shared the results of the ‘Resident Evacuation Drill for Extreme Rainfall by Eup, Myeon, Dong’ held on the 20th and 21st, discussed prompt measures to address shortcomings, and explored ways to establish a resident evacuation system tailored to each region.
Professor Hwang Jin-sang from Kyungil University’s Department of Fire and Disaster Prevention was invited to provide insights on disaster safety policies and trends, and to share methods for using meteorological information systems and analyzing weather data.
Based on this meeting, the city plans to clearly define and manualize the roles of eup, myeon, dong chiefs and disaster response staff during disaster situations such as extreme rainfall, establishing a regional system that operates organically in real situations.
Furthermore, recognizing the importance of the roles of eup, myeon, dong chiefs and staff who are well aware of on-site conditions and lead initial responses to prevent casualties, the city will focus on enhancing their response capabilities.
Additionally, the city will strengthen cooperation systems to ensure the prompt deployment and collaboration of administrative support staff from the main office and business sites, local autonomous disaster prevention groups, and safety organizations. It will also enhance the guidance system through village announcement broadcasts, emergency contact networks, and the establishment of communication systems with apartment management offices to support information provision and swift resident evacuation.
Alongside this, the city will prepare resident evacuation maps and flood control equipment for each eup, myeon, dong before the occurrence of heavy rain and typhoons, conduct preemptive measures and inspections of vulnerable facilities, and continue resident evacuation drills by eup, myeon, dong in July.
