Incheon City Establishes 2040 Landscape Plan... Includes 5 Major Implementation Strategies
Incheon City announced on the 26th that it has established the '2040 Incheon City Landscape Plan,' which contains the blueprint for the future landscape.
This landscape plan is a strategic and implementation plan established to preserve Incheon's excellent landscape and to form and manage a harmonious landscape with the goal of 2040. It is a statutory plan that is revised every five years according to the 'Landscape Act.'
The landscape plan envisions the future as 'Incheon Landscape, a Future Heritage Dreamed Together,' and includes five major action strategies: ▲a landscape where forests and urban skylines coexist ▲a landscape where Korea's representative international port and pristine natural coast coexist ▲a landscape created together by Korea's first and Incheon's best culture and citizens' favorite culture ▲a harmonious and distinctive regional landscape where new towns and old downtowns coexist ▲a landscape where citizens and administration, metropolitan and local governments communicate and cooperate together.
Since 2020, Incheon City has conducted several expert consultations, basic surveys, and landscape awareness surveys to prepare a landscape plan created together with citizens.
In particular, to create a differentiated landscape unique to Incheon, a citizen cooperation group was operated to discover the 'Citizens' Top 50 Favorites' in addition to the existing 'Korea's First, Incheon's Top 100,' which are representative cultural landscape resources of Incheon, and newly established measures to strengthen Incheon's cultural landscape.
The landscape plan also contains concrete action plans.
The biggest change is that, with the complete revision of the Landscape Act in 2014, county governors and district heads can establish detailed landscape plans tailored to regional characteristics. To promote consistent policy implementation, the plan presents the direction for landscape plans established by county governors and district heads.
Additionally, to enhance the effectiveness of the landscape plan, specific guidelines for buildings within key landscape management zones and landscape districts were provided, along with the organization of the scope of building landscape reviews.
Above all, to make the landscape committee review, which most business operators and complainants find difficult, more objective and easier to respond to, the review criteria were clarified, and an 'Incheon-style Landscape Checklist' was also presented.

On the 27th, the city plans to hold a briefing session for officials in charge of landscape-related tasks from 10 counties and districts to provide detailed explanations about the Incheon-style Landscape Checklist, landscape guidelines, landscape review instructions, and the contents that must be included in county and district landscape plans.
