Gwangyang City to Operate 'Jeonse Fraud Consultation Desk'
Damage Reporting, Free Expert Legal Consultation, and More
Gwangyang City in Jeonnam announced on the 26th that it will operate a 'Jeonse Fraud Damage Reception and Consultation Desk.'
According to the city, in accordance with the enforcement of the Special Act on Support for Jeonse Fraud Victims and Housing Stability, a consultation desk has been established in the city's Architecture Department to protect citizens' property rights and provide damage relief support.
The consultation support targets are △ those who have completed the handover of the house and resident registration (move-in report) and have a fixed date ▲ cases where the lease deposit is 300 million KRW or less (adjustable up to 200 million KRW) ▲ cases where multiple tenants have suffered or are expected to suffer damage from not receiving repayment of lease deposit return claims ▲ cases where there is reasonable suspicion that the landlord intended not to fulfill the lease deposit return obligation.
Tenants who apply for damage support through consultation will be determined as Jeonse fraud victims within 60 days after investigation by the relevant city or province and deliberation and resolution by the Jeonse Fraud Victim Support Committee. However, if additional data supplementation or other reasons are necessary, the deliberation period may be extended by 15 days.
If there is an objection to the review result, an objection can be filed within 30 days, and the re-examination result can be received within 20 days.
If determined to be a Jeonse fraud victim, support includes ▲ assistance with auction and public sale procedures ▲ installment repayment of outstanding existing Jeonse loans and deferral of credit information registration ▲ interest-free Jeonse loans with priority repayment for up to 10 years, housing purchase and Jeonse fund loan support, and refinancing loans ▲ emergency welfare support (1.62 million KRW for a four-person household).
In addition, beyond the Special Act on Jeonse Fraud, emergency housing support, financial support, free legal consultation, and psychological support linked with the existing Korea Housing & Urban Guarantee Corporation (HUG) Jeonse Damage Support Center can also be provided through the consultation desk.
Furthermore, Gwangyang City independently supports free expert legal consultations and reviews of legal violations by landlords. Eligible applicants are residents registered in Gwangyang City or residents from other regions who have registered lease rights within the area.
Lee Eun-gwan, head of the Architecture Department, said, “We will do our best to protect citizens' property rights and alleviate housing instability through guidance on support systems following the enforcement of the Special Act on Jeonse Fraud.”
