Establishing a Rapid Response System for Heatwave Preparedness…Full Efforts with Residents’ Safety as the Top Priority
Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced that it is implementing the ‘2023 Comprehensive Heatwave Countermeasures’ to safely protect residents from summer heatwaves.
The district will focus on ▲heatwave situation management ▲protection of vulnerable groups ▲facility operation and management ▲resident protection activities for about four months from May 20 to September 30.
Under normal circumstances, the heatwave situation management TF team monitors weather conditions and establishes a cooperation system with related departments. When a heatwave advisory is issued, the Heatwave Comprehensive Support Situation Room is operated, and emergency duty is performed according to the heatwave advisory levels.
Special protection activities are also led for vulnerable groups vulnerable to heatwaves such as elderly living alone, homeless people, and residents of small rooms. These include ▲operation of safety management solutions (IOT) for vulnerable elderly ▲providing meals and welfare checks for elderly at risk of malnutrition ▲strengthening street counseling and patrols for homeless people ▲providing mobile bathing services near small room areas ▲supporting cooling costs for local children’s centers ▲visiting health management for high-risk health groups, thereby enhancing health management and safety assurance for vulnerable groups.
During heatwave advisories, road water cleaning is conducted from 2 p.m. to 4 p.m. on major arterial roads and bus central lanes with heavy vehicle and pedestrian traffic to alleviate urban heat island effects.
Efforts are also made to ensure the safety of outdoor workers at construction sites. In August, thorough on-site inspections will be conducted targeting medium and large construction sites in the area to ensure compliance with heatwave construction site action guidelines, operation of worker rest areas within construction sites, presence or absence of midday work, and implementation of heat rest time systems, focusing on preventing major industrial accidents. In addition, safety of gas facilities such as high-pressure gas and LPG is carefully checked. Joint inspections with related agencies are conducted on gas leaks and safety devices, and a rapid response system is established.
In addition, the district operates ▲22 umbrella rental stations (4 at the district office, 18 at community service centers) ▲193 cooling shelters (143 senior centers, 18 community service centers, 6 homeless shelters, 20 small libraries, 2 welfare centers, and 4 safe accommodations) ▲139 shade tents ▲3 cooling posts to protect residents from heatwaves.
