Jeon Seung-il, Gwangju Seo-gu Council Member, "Violation of Legal Procedures in Selecting Infant Forest Company"
Jeon Seung-il, a member of the Gwangju Metropolitan City Seo-gu Council, posed incisive questions regarding various projects, including the Early Childhood Forest Experience Program.
On the 22nd, during the 2nd plenary session of the 1st regular meeting of the 312th assembly, Councilor Jeon raised sharp questions about ▲ Yangdong Market tree lighting ceremony ▲ Seo-gu public property management and land category issues (hereinafter referred to as public property) ▲ Early Childhood Forest Experience Program (hereinafter referred to as Early Childhood Forest) project promotion ▲ Ocheon Care House and Cherry Blossom Renaissance Alley maintenance project, pointing out related problems and criticizing Seo-gu Office officials.
Councilor Jeon continued the district administration questions and answers for 90 minutes, sharply pointing out the problems of the projects to Seo-gu Office officials.
Regarding the public property issue where the designation of public parking lots was categorized as paddy fields or dry fields causing problems, Seo-gu Office responded, “Since Councilor Jeon Seung-il’s designation change pointed out in April, 63 out of 65 public parking lots have completed the designation change, and the remaining two will also be completed.”
Additionally, Seo-gu Office acknowledged issues related to the selection of Early Childhood Forest companies without requesting contract review according to the Local Contract Act, and compliance with guidelines and procedures during the hiring of temporary workers from 2015 to 2017, stating, “We selected companies through a public contest method and admit the mistakes in violating guidelines during hiring, and will be careful to prevent recurrence.”
In follow-up questions, Councilor Jeon asked how the tree lighting ceremony was promoted without a budget, why the elevator was removed due to design changes in Ocheon Care House, a facility used by the elderly, and why raw materials remain in a nearby vacant lot despite the completion of the Cherry Blossom Village maintenance project.
He also pointed out discrepancies between the Seo-gu mayor’s responses and departmental official documents, and criticized, “There are incomprehensible administrative actions such as building a stone wall on private land in Yangdong using Seo-gu’s resident participation budget.”
Councilor Jeon concluded the district administration questions by urging for countermeasures and alternatives regarding the pointed-out issues and requesting administration in accordance with laws and guidelines, saying, “I hope Seo-gu will truly stand tall with administration that follows guidelines, not arbitrary administration.”
