Minimizing Incumbent Lawmakers as Innovation Targets Expected
The Democratic Party of Korea has appointed Professor Kim Eun-kyung of the Hankuk University of Foreign Studies Law School as the head of the innovation committee. The party plans to complete the organization of the committee within this week and take the first step in the innovation process. After her appointment on the 15th, Professor Kim has been focusing on personnel composition.
According to Yonhap News Agency, an opposition party official said in a phone interview on the 18th, "Out of about 10 members, more than half are expected to be outsiders," and added, "The number of incumbent lawmakers who could be subjects of innovation will likely be minimized to around 2 to 3."

Since there may be suspicions that a 'pro-Lee Jae-myung loyalist group' is being formed, factional balance is also expected to be considered.
While the biggest interest lies in what role the innovation committee will play rather than its personnel composition, no details have been revealed yet. Since Representative Lee has promised to grant full authority for innovation, the party reportedly has not had separate communication with Professor Kim regarding the specific role of the innovation committee.
At last month's 'Reform Lawmakers' Meeting,' political innovation measures such as enhancing transparency and democracy in the party convention became the rationale for launching the innovation committee, so these agendas are expected to be prioritized. How to restore the party's morality, which has been severely damaged by the 'party convention cash envelope scandal' and allegations of large-scale virtual asset holdings and transactions by lawmaker Kim Nam-guk who left the party, is also a critical issue.
Inside and outside the party, there is a view that if the innovation committee proposes strong reforms that require incumbent lawmakers to relinquish their vested interests, it could even affect the nomination process for next year's general election.
However, even if the innovation committee is formed, it is difficult to say that the chronic factional conflicts within the party will subside. The anti-Lee faction continues to pressure for Representative Lee's resignation, claiming it is the best form of innovation, regardless of the innovation committee's formation.
Meanwhile, in an interview with a media outlet on the 15th, Professor Kim stated, "I think the cash envelope incident might have been fabricated (by the prosecution)," adding, "I will make a judgment after reviewing the materials." Attention is focused on how Professor Kim's remarks will influence the future activities of the innovation committee. Given that the arrest warrants for lawmakers Yoon Kwan-seok and Lee Sung-man, who left the party following the incident, were rejected, leading to criticism of the party as a 'shield party,' some argue that Professor Kim's views are out of touch with public expectations.
Chief Spokesperson Kwon Chil-seung, when asked by reporters at the National Assembly about Professor Kim's remarks, said, "I think those were personal comments made before her appointment," and added, "Since it is an ongoing investigation, it is inappropriate to comment on it."
