Residents propose village agendas, discuss together, and decide next year's resident autonomy plans through deliberation
The resident autonomy plans decided at the Residents' General Assembly will be linked and implemented through the 2024 'Seongbuk-style Resident Autonomy Activity Support Project' and 'Resident Autonomy Dong-level Plan-type Projects'
Seongbuk-gu (Mayor Lee Seung-ro) has been actively holding neighborhood Residents' General Assemblies starting from Gireum 1-dong on May 31. The assemblies are scheduled to conclude on June 22 in Jeongneung 1-dong.
Through the Residents' General Assembly, residents directly propose and discover village agendas, discuss and deliberate together, and finally approve the next year's resident autonomy plans. Each neighborhood's Residents' General Assembly proceeds in the order of ▲Resident Autonomy Committee operation report ▲Signing of the Seongbuk-style Resident Autonomy Joint Promotion Agreement ▲Deliberation process and resident voting on project plans ▲Selection of 2024 resident autonomy plan agendas and proclamation of the resident autonomy plan.
On June 8, the Residents' General Assembly was held in Jongam-dong, and on June 14 in Jangwi 2-dong and Jangwi 3-dong respectively.
At the Jongam-dong Residents' General Assembly held in front of the Jongam-dong Community Center on June 8, about 216 people participated, divided into 12 round tables to gather opinions and conduct resident voting. Prior to the assembly, 406 people participated in advance voting to encourage more resident participation. Before the event, members of the Resident Autonomy Committee performed a Taegeukgi flag-waving performance to the song "Dokdo is Our Land." During the event, members of the community center's singing class performed songs and dances, greatly enlivening the atmosphere.
The Jongam-dong Resident Autonomy Committee prioritized nine village agendas through resident voting. The order was decided as ▲Jongam Ecopia ▲Walking Together in Jongam ▲Blood Donation Day ▲Jongam Where Culture Blooms ▲Jongam Together ▲Wheelchair Rental Project ▲Jongam Culture Recharge Station ▲Jongam Power Plant ▲Jongam Village Exchange Project.
On June 14, about 250 guests including Mayor Lee Seung-ro and local residents attended the Jangwi 2-dong Residents' General Assembly held in the main conference room of Seoul Northern Saemaeul Geumgo. Prior to the event, 124 people participated in advance voting to encourage more resident participation. Residents attending autonomy programs and students from Jangwi Elementary School performed pre-event shows, creating a village festival atmosphere enjoyed by all generations from children to seniors.
The Jangwi 2-dong Resident Autonomy Committee prioritized six village agendas through resident voting. The order was ▲Installation of Recycling Guideboards ▲Jangwi 2-dong Horticultural Healing ▲Resident Autonomy Capacity Building ▲Sharing Delicious Food and Culture ▲Filial Travel That Gifts Memories ▲Forest of Learning in Jangwi 2-dong.
On the same day, June 16, about 260 local workers and residents attended the Jangwi 3-dong Residents' General Assembly held on the 4th floor of the Seongbuk Youth Center. Prior to the event, 146 people participated in advance voting to encourage more resident participation. Through resident voting, six village agendas were prioritized as ▲Village Festival Where Affection Blooms (Our Village Sharing Market) ▲Residents' Dreams, Power of Autonomy (Resident Autonomy Capacity Building) ▲Creating a Desirable Village (Clean Ui Stream, Health-Seeking Trekking) ▲Learning is Fun (Family Safety Education, Ecological Experience for Children) ▲Wise Hundred-Year Life (Intergenerational Smartphone Education) ▲Small Actions for the Environment (Soap Craft to Save the Environment).
In the cases of Jangwi 2-dong and Jangwi 3-dong, despite population decline due to housing redevelopment and most original residents relocating, many local residents participated, filling the venue and demonstrating high interest and willingness to participate in resident autonomy.
The resident autonomy plans decided according to the voting results of each neighborhood Residents' General Assembly will be linked and implemented in 2024 through the 'Seongbuk-style Resident Autonomy Activity Support Project' and 'Resident Autonomy Dong-level Plan-type Projects.'
