Busan City Signs Business Agreement for 'Visiting Health Medical Service and Local Medical Resource Connection'
One-Stop Health Management System - Realizing 15-Minute Living Zone, Promoting Smooth Landing of Medical Services

Local medical and welfare institutions join forces to ensure the smooth implementation of the ‘Visiting Health Medical Service,’ a core project aimed at realizing a 15-minute living zone.
On the 12th at 2:30 PM, Busan City will sign a ‘Business Agreement for Linking Local Medical Resources for the Visiting Health Medical Service’ with the Busan Medical Association (President Kim Tae-jin), Busan Hospital Association (President Kim Cheol), and Busan Social Welfare Center Association (President Lee Sang-kwon) at the City Hall International Protocol Room.
This agreement was established to encourage participation in the ‘Visiting Health Medical Service’ among medically vulnerable groups in blind spots by mobilizing and linking local medical resources through cooperation between the city and relevant institutions. It also aims to build a ‘one-stop health management system’ that promptly connects patients discovered through this project to nearby medical institutions for timely treatment.
The ‘Visiting Health Medical Service’ is a project that uses medical buses equipped with specialized examination equipment such as mobile ultrasound and X-ray machines. Professional medical staff visit medically vulnerable groups to provide customized medical services including health checkups, consultations, and education.
Introduced by the city for the first time in April last year, this service actively responds to the increased demand for public medical services among vulnerable groups due to the aging population and the prolonged COVID-19 pandemic.
This year, to operate the project more effectively, an expert advisory group has been formed, and two additional medical buses will be deployed (bringing the total to five once deployment is complete).
The project’s excellence was recognized when it received the Minister’s Award in the administrative system category at the 2022 Government Innovation Best Practice Competition hosted by the Ministry of the Interior and Safety. Mayor Park Hyung-jun regards this project as a key foundation for realizing a happy 15-minute living zone city for every citizen and as a catalyst for leading the transition to a digital medical system, showing strong commitment to the project since taking office.
At the signing ceremony, Mayor Park, along with Kim Tae-jin, President of the Busan Medical Association; Kim Cheol, President of the Busan Hospital Association; and Lee Sang-kwon, President of the Busan Social Welfare Center Association, will personally sign the business agreement.
Upon signing this agreement, ▲ Busan City will identify patients requiring treatment during the execution of the Visiting Health Medical Service project and connect them to the Medical Association or Hospital Association according to the severity of their condition to ensure appropriate treatment.
▲ The Medical Association will designate and recommend suitable medical institutions for patients identified through the Visiting Health Medical Service and assist with prompt admissions, while ▲ the Hospital Association will recommend appropriate hospitals and facilitate quick admissions when severe patients are discovered through the project.
▲ The Social Welfare Center Association will identify medically vulnerable groups in blind spots and encourage more of them to participate in the Visiting Health Medical Service project to receive health checkups and other services.
Notably, at the ceremony, Kim Chang-won, Deputy Director of Medical Affairs at Busan National University Hospital (Director Jeong Seong-woon), Kang Dae-hwan, Director of Haeundae Bumin Hospital, Kim Tae-ik, Director of Maryknoll Hospital, and Koo Soo-kwon, Director of Busan St. Mary’s Hospital, who operate the medical buses, will also attend to reaffirm their commitment to cooperation. This is expected to foster more organic collaboration among ‘medically vulnerable groups, medical buses, and local medical institutions.’
Mayor Park Hyung-jun stated, “Thanks to the cooperation of various hospitals and welfare centers, the Visiting Health Medical Service has become a nationwide model case, effectively serving as a ‘primary care physician’ for medically vulnerable groups.” He added, “If the linkage system established through this agreement is properly built, it will enable faster identification of medically vulnerable groups and ensure that patients discovered through the Visiting Health Medical Service receive timely treatment without missing the critical window.”
He further emphasized, “The Visiting Health Medical Service will lead a paradigm shift in medical care toward personalized and prevention-centered treatment based on advanced medical technology. We will continue to pay special attention and promote policies to ensure the project is properly established and expanded, including analyzing usage statistics to build a ‘Busan-style advanced healthcare’ system.”

Additionally, the city held a donation ceremony with the Community Chest of Korea and others on the 8th, receiving a donation of 100 million KRW from Busan Saemaeul Geumgo to support treatment and surgery costs for severely ill medically vulnerable patients identified through the Visiting Health Medical Service, ensuring that financial burdens do not prevent them from receiving necessary examinations and treatments.
