Jeon Seong-su, District Mayor, “We Will Build a Tight-Knit Community Safety Net to Create a ‘Seocho Without Welfare Blind Spots’”
Seocho-gu (District Mayor Jeon Seong-su) will hold a ‘Financial and Welfare Capacity-Building Education and Meeting’ for about 40 local goshiwon managers at 2 PM on the 19th in the 9th-floor training room of the district office.
According to the ‘Solitary Death Risk Status (2021 data)’ by the Seoul Welfare Foundation, 1,139 solitary deaths occurred in Seoul in 2021, of which 11.1% were residents of goshiwons.
Accordingly, the district has prepared this education to proactively prevent tragic incidents such as solitary deaths and hardships among single-person isolated households living in goshiwons by strengthening the capabilities of goshiwon managers as reporting entities for welfare blind spots and supporting the formation of social networks.
The education will begin with a welfare blind spot discovery promotional video produced by the district, followed by sessions on welfare blind spot discovery and welfare knowledge education, financial welfare capacity-building education, and a welfare and finance quiz contest and meeting.
In addition, detailed guidance will be provided on how to discover and report neighbors in crisis situations and on the overall welfare systems available for support.
Considering the characteristics of goshiwons, where many residents face difficulties due to financial debts caused by business failures, unemployment, and irregular income activities, the district invited Jeon Young-hoon, a financial and debt expert counselor from the Seoul Financial Welfare Counseling Center, as an instructor. Through specific cases, the lecture aims to enhance understanding of debt adjustment systems such as bankruptcy discharge, personal rehabilitation, and workout, and to offer useful tips on solutions for various debt problems.
Meanwhile, last November, the district became the first nationwide to produce and distribute a ‘How to Find Crisis Households’ guidebook to enable local residents to discover and care for households in crisis together. The district is also making multifaceted efforts to discover and support welfare blind spots through initiatives such as the ‘Good Neighbor Franchise’?a welfare blind spot reporting channel operated by lifestyle-oriented businesses familiar with local conditions?and the Seocho 1-dong ‘GogoNet (Goshiwon Network Without Solitary Deaths)’ project, which operates a private cooperation network for goshiwons and a book-sharing program.
