I Will Work Actively! ... Ulsan Office of Education Implements Proactive Administration
Ulsan Metropolitan Office of Education will actively promote proactive administration to spread a culture of diligent public service.
Recently, Ulsan Office of Education announced the '2023 Proactive Administration Implementation Plan' to all schools and institutions.
The five major directions of this year’s proactive administration implementation plan are ▲ fostering a culture of proactive administration ▲ strengthening preferential treatment for proactive public officials ▲ expanding protection and support for proactive public officials ▲ preventing and reforming passive administration ▲ enhancing performance dissemination and communication.
The core tasks include 14 items such as ▲ operation of the proactive administration public application system ▲ review of current issues by the proactive administration support committee ▲ establishment and activation of the pre-consultation system.
The Office of Education plans to select three key focus tasks to foster a culture of proactive administration and regularly manage the implementation performance and outcomes.
The three key focus tasks are ▲ activation of specialized basic academic support such as support for students with dyslexia and borderline intelligence (Elementary Education Division) ▲ creation of school environments with forests and playground spaces (Education Facilities Division) ▲ sustainable small school growth project (Gangnam Education Support Office).
In particular, Ulsan Office of Education has strengthened the function of the 'Proactive Administration Committee’s current issue review' so that when it is difficult to proceed with projects due to unclear laws or regulations at the individual or department level, the issue can be submitted to the committee for review and proactively resolved. If work is carried out according to the committee’s recommendations, exemption from disciplinary actions is possible.
Public officials selected as outstanding proactive administrators will be motivated through personnel incentives such as commendations from the Superintendent of Education, cash rewards, performance bonus grades, training, and reward leave.
Additionally, a Passive Administration Reporting Center will be operated continuously to prevent infringement of citizens’ rights or financial losses caused by public officials’ omission or negligence.
The Office of Education plans to take strict measures such as disciplinary action or warnings depending on the degree of misconduct and whether the passive administration was intentional or due to negligence.
To raise awareness of proactive administration and activate related policies, outstanding cases of proactive administration will be produced and promoted through card news, infographics, and other media.
