The district joined hands with the Korea Foodservice Industry Association Seongdong Branch to establish a more thorough system for discovering vulnerable households.
Under this business agreement, both organizations will work together to ▲discover and report residents in welfare blind spots ▲support discovered households and conduct regular monitoring ▲build a cooperative system with related institutions such as local community service centers to discover vulnerable households.
To encourage many neighbors to participate in discovering vulnerable households, 1,300 members of the Seongdong Branch will be successively appointed as honorary social welfare officers to foster an atmosphere where they can pay closer attention to neighbors in need.
Starting with the executive members, they will actively begin their activities. They will identify vulnerable households by observing customers visiting restaurants who appear to have poor nutritional status but frequently drink alcohol or seem to have difficulty paying for meals. When such cases are found, they will report them via the KakaoTalk channel ‘Seongdong Neighbor Watcher’ or to the local community service center and connect those in need with welfare services.
The district provides tailored counseling to households identified as vulnerable, supporting applications for basic living security benefits, emergency living expenses, medical expenses, and offers regular welfare check-up monitoring.
Additionally, Seongdong-gu will conduct ‘visiting capacity-building education’ to support their activities. Officials will visit foodservice establishments individually to provide detailed guidance on the roles of honorary social welfare officers and methods for reporting vulnerable households, as well as distribute activity materials.
Seongdong-gu is strengthening a dense local welfare safety net by signing agreements with related organizations and appointing local residents as honorary social welfare officers to enhance the discovery of vulnerable households facing social risks such as illness or unemployment.
