The party committee stated that the personnel committee members involved in the Changwon Cultural Foundation's hiring process falsified candidates' career information in the evaluation documents and failed to properly verify supporting documents, thereby obstructing a fair hiring process. They filed a criminal complaint on charges including obstruction of business.
Earlier, on the 23rd, the Democratic Party proposed an administrative audit related to the foundation's hiring at a one-point extraordinary session of the Changwon Special City Council. However, the proposal was ultimately rejected with 18 votes in favor, 26 against, and 1 abstention, out of 45 council members present.

A member of the City Council's Culture, Environment, and Urban Committee who participated in the personnel verification stated that day, "The most important task for the Cultural Foundation currently is organizational restructuring," adding, "I submitted a positive hearing report because I believe that the newly appointed CEO, Cho Young-pa, based on his administrative experience, will be able to build an organization that develops substantial cultural content for citizens."
