Sejong City Requests Extension of 'Ordinary Local Tax Revenue Special Financial Measures' to the National Assembly
Sejong City has requested the National Assembly to extend the special financial support for the general grant tax.
On the 23rd, Sejong City announced that on the same day, Deputy Mayor Go Gi-dong met with Yoo Sang-jo, Chief Specialist of the Administrative Safety Committee of the National Assembly Secretariat, to request the review and passage of the partial amendment bill of the "Special Act on the Establishment of Sejong City, etc." (hereinafter referred to as the Special Act), which centers on the extension of the special financial support, within the first half of the year.
Previously, after the enactment of the Special Act in 2010, Sejong City extended the special financial support once until 2020, considering the unique characteristics of the single-tier system, which provided an additional 25% of the financial shortfall. However, the extended period of the special financial support is also set to expire this year.
In this regard, Assemblyman Kim Jun-hyun (Sejong-eul) introduced a partial amendment bill to the Special Act last month on the 24th, aiming to extend the special financial support period until 2030.
The meeting between Deputy Mayor Go and Chief Specialist Yoo was held to request support in ensuring that the amendment bill passes the National Assembly before the expiration of the special financial support period.
During the meeting, Deputy Mayor Go pointed out, "Sejong City is a single-tier metropolitan local government that combines metropolitan and basic administrative duties. However, the method for calculating the grant tax applicable to the single-tier system is insufficient, resulting in reverse discrimination compared to other local governments where metropolitan and basic shares are granted separately."

He also stated, "Considering that administrative demand in Sejong City is rapidly increasing due to urban growth, but local tax revenues such as acquisition tax are decreasing, raising concerns about financial deterioration, we request an extension of the application period for the special financial support."
