Expanding Messages to North Korea Through Security Cooperation
The government's cooperation with Europe in the defense and defense industry sectors is expanding. While initiating cooperation in the defense industry supply chain through the Korea-Germany 'Military Secret Information Protection Agreement,' they have decided to broaden the scope of cooperation to various economic fields based on defense and defense industry. It is also expected to have the effect of conveying the Korean government's consistent message on the North Korea policy to the international community during the security cooperation process.
According to the Presidential Office on the 22nd, President Yoon Suk-yeol announced the signing of the 'Korea-Germany Military Secret Information Protection Agreement' during a summit with German Chancellor Olaf Scholz the previous day. This agreement establishes procedures and regulations for sharing major military secrets between countries and is considered a kind of trust indicator that is most helpful in defense industry exports.
Earlier, the Yoon administration disclosed in February that it was promoting a military secret information protection agreement between Korea and T?rkiye to enhance military exchanges and defense and defense industry cooperation between the two countries. This is a measure taken in the process of strengthening defense and defense industry cooperation with T?rkiye, a 'bridgehead' between Europe and the Middle East. The export of K-9 self-propelled howitzers to Poland last year was also evaluated as greatly aided by the military secret information protection agreement signed in 2010. The Korean government has signed military secret information protection agreements and arrangements with more than 30 countries and the North Atlantic Treaty Organization (NATO).
After the Korea-Germany summit, President Yoon emphasized, "We will promptly conclude the Korea-Germany Military Secret Information Protection Agreement and cooperate to ensure the smooth operation of the defense industry supply chain." This is interpreted as an intention to strengthen the supply chain partnership between the two countries amid the global supply chain restructuring to resolve global economic instability and geopolitical conflicts.
On the same day, the two leaders confirmed their willingness to cooperate in the economic field. President Yoon said, "Chancellor Scholz and I have agreed to further strengthen cooperation between the two countries in line with the changed era environment," and "We agreed to expand trade and investment relations between the two countries into advanced industries such as hydrogen, semiconductors, bio, and clean energy." Chancellor Scholz also pointed to semiconductors, saying, "We will especially cooperate with the Republic of Korea in the production of electric vehicles and batteries," adding, "The Republic of Korea expects significant investment in this sector in Germany."
The Presidential Office expects that during this security cooperation process, the Korean government's North Korea policy will be conveyed and cooperation intentions will be secured. During this summit, the Korean and German leaders issued a common message on cooperation for North Korea's denuclearization as well as support for Ukraine. Chancellor Scholz stated, "We will participate in the Republic of Korea's efforts for irreversible and verifiable denuclearization of North Korea," and regarding support for Ukraine, he said, "We actively support Ukraine's efforts to defend its country and will provide support as much as necessary."

As the final event of the so-called 'Super Diplomacy Week,' President Yoon will hold a Korea-European Union (EU) summit on the 22nd to discuss cooperation measures on global issues. At this meeting, plans to expand the existing Korea-EU cooperation into three core areas?green, health, and digital?are expected to be discussed, along with close cooperation with the EU for North Korea's denuclearization. Support and reconstruction plans related to the Ukraine war are also anticipated to be exchanged.
