Chairman Kim Hyun-gi: “Expecting Korea Legislation Research Institute to Serve as a Think Tank for the Council of Chairpersons of Provincial Councils”
The Council of Chairpersons of Provincial Councils of the Republic of Korea (Chairman Kim Hyun-gi, Chairperson of Seoul Metropolitan Council) and the Korea Legislation Research Institute are joining forces to promote the development of local autonomy and local councils.
Chairman Kim Hyun-gi of the Council of Chairpersons and Director Han Young-soo of the Korea Legislation Research Institute signed a business agreement on the 19th at the Seoul Metropolitan Council and held an autonomy legislation forum.
According to the agreement, the two organizations will promote ▲ mutual exchange and support ▲ promotion of legislation related to the enactment of the Local Council Act ▲ consultation on research projects and current issues ▲ joint research and academic seminars for the development of local autonomy and local councils.
At the subsequent forum, Professor Ko In-seok of Hoseo University gave a presentation on the topic “Implications of Enacting the Local Council Act to Strengthen the Functions and Roles of Local Councils.”
In the comprehensive discussion, Professor Kim Byung-gi of Chung-Ang University served as the chair, with panelists including Kim Dong-gyun, Head of the Fiscal Innovation Legislation Team at the Korea Legislation Research Institute, Yang Tae-geon, Research Fellow at the Korea Legislation Research Institute, Professor Choi Cheol-ho of Cheongju University, and Jeong Yoo-hoon, Senior Specialist of the Council of Chairpersons. They shared legal challenges and current issues and exchanged opinions.
Chairman Kim Hyun-gi stated, “Laws and ordinances are like fuel for a car. No matter how excellent a car is, it cannot move without fuel; similarly, policies only come alive with laws and ordinances. The legislative body, the local council, is the one that makes policies come alive in local governments.”
He added, “However, there is actually no law to make local councils come alive. While the National Assembly has the National Assembly Act, local councils lack a Local Council Act, which limits their role in checking and monitoring the executive branch.” He continued, “I hope that this agreement will serve as a stepping stone for the local councils and the Korea Legislation Research Institute to cooperate and make significant progress in enacting the Local Council Act.”

Chairman Kim also said, “I expect the Korea Legislation Research Institute to act as a think tank for the Council of Chairpersons of Provincial Councils of the Republic of Korea. Through this, we will strengthen the capabilities of local councils as legislative bodies.”
