Jeonghoon Choi, Jeonnam Provincial Council Member, "Transfer of Eastern Headquarters Only Fuels Regional Conflicts"
The proposal for organizational restructuring in the eastern region of Jeonnam Province is facing strong opposition from the provincial assembly members of the southwestern region of Jeonnam.
Choi Jeong-hoon, spokesperson for the Jeonnam Provincial Assembly (Democratic Party of Korea·Mokpo 4), criticized the plan during a 5-minute free speech at the 2nd plenary session of the 371st extraordinary meeting on the 17th, stating, "The transfer of some departments and bureaus of the Jeonnam Provincial Office to the Eastern Regional Headquarters is a problematic administrative reorganization plan that goes against balanced development within the province."
Spokesperson Choi pointed out that the concentration in the region, which holds superiority in all areas except public administration such as economic power and population, results in worsening regional imbalance.
Choi emphasized, "The transfer of some departments and bureaus to the Eastern Regional Headquarters in this restructuring plan is a zero-sum game with no administrative net benefit when considering the entire Jeollanam-do," adding, "The regional separation of departments and bureaus will only increase administrative inefficiency and provoke conflicts between regions."
He continued, "At a time when strategic functions and integrated administration are important, segmentation and dualization of administration increase organizational inefficiency," and added, "Artificial task restructuring and distorted organizations for specific regions only bring unnecessary costs."

Furthermore, he stated, "Transferring only some departments and bureaus of the Jeonnam Provincial Office separately will cause inconvenience to other residents," and urged, "A reasonable organizational restructuring plan for balanced development and administrative efficiency in Jeonnam must be devised."
