Truth and Reconciliation Commission Issues First Compensation to Contributors of Truth Verification
The 2nd Truth and Reconciliation Commission (Truth and Reconciliation Commission) has made its first decision to pay compensation to those who contributed to uncovering the truth, including witnesses related to the Air Force Intelligence Unit's abduction of North Korean civilians.

View original imageOn the 17th, the Truth and Reconciliation Commission announced that at the 54th committee meeting held on the 10th at the Truth and Reconciliation Commission in Jung-gu, Seoul, it resolved the "Payment of compensation to those who contributed to uncovering the truth" in accordance with the Act on the Truth and Reconciliation Commission.
The recipients this time include Mr. Im Jung-cheol, who actively testified regarding the "Air Force Intelligence Unit North Korean Civilian Abduction Incident," Mr. Jo, who provided materials related to the "Civilian Casualty Incident by Yeonggwang Military Police," and Mr. Kim, who testified about the "Human Rights Violations Related to the Formation and Dismissal of the Korean Teachers and Education Workers Union (Jeon-gyo-jo)." They will receive 7 million won, 6 million won, and 1 million won respectively.
The Air Force Intelligence Unit North Korean Civilian Abduction Incident refers to the abduction on October 10, 1956, when three North Korean operatives from the Air Force Intelligence Unit kidnapped a North Korean civilian middle school student named Kim Ju-sam off the coast of Hwanghae Province under the pretext of intelligence activities. Subsequently, Kim Ju-sam was forced to work without pay for four years at the Air Force Intelligence Unit located in Oryu-dong, Guro-gu, Seoul.
Witness Mr. Im served as a period soldier in the Air Force Intelligence Unit from October 4, 1955, to June 1, 1960, and actively testified to the fact that Kim Ju-sam was detained and forced to work. Mr. Im's testimony was also cited in Kim Ju-sam's damages lawsuit held on February 14. The court ruled partially in favor, ordering the state to pay 1 billion won in compensation for mental damages caused by the state's illegal acts.

The Truth and Reconciliation Commission plans to continue paying compensation to contributors to uncovering the truth through reviews in the second half of this year. Chairman Kim Kwang-dong of the Truth and Reconciliation Commission stated, "Thanks to the active cooperation of those who contributed to uncovering the truth this time, the truth of major incidents has been revealed," and added, "We expect testimonies and materials related to other cases as well with this compensation payment as an opportunity."
