Lee Sang-il, Mayor of Yongin, "Urgent Expansion of Local Road No. 82 Needed to Establish Semiconductor Mega Cluster"
Yongin City in Gyeonggi Province has urged the expansion and opening of "Local Road No. 82," a key route connecting the Idong and Namsa-eup areas, designated as the government's candidate site for the advanced system semiconductor national industrial complex, with Hwaseong City.
The construction of Local Road No. 82 involves expanding and establishing a 6.8 km road connecting Songjeon-ri, Idong-eup, Cheoin-gu, Yongin City, to Jangji IC, Jangji-dong, Hwaseong City.
The Seoul Regional Construction and Management Administration of the Ministry of Land, Infrastructure and Transport designed the project, and Gyeonggi Province is implementing it. Initially, with a budget of 49.8 billion KRW, the plan was to expand a 1.7 km section to four lanes, newly construct a 3.4 km section as two lanes, and improve a 1.7 km section as two lanes, but currently, the progress has stalled at 99% design completion.
Although it was included in the Ministry of Land, Infrastructure and Transport's 4th Five-Year Plan for National and Local Roads in 2016, it was deprioritized. Over time, with significant increases in prices and land costs, the project cost surged, leading the Korea Development Institute (KDI) to conduct a feasibility reassessment since February last year.
This road, currently only two lanes in both directions, experiences severe congestion during rush hours. The average daily traffic volume last year was 17,400 vehicles, more than double the appropriate traffic volume for two lanes (7,300 vehicles, according to the Ministry of Land, Infrastructure and Transport's Road Work Manual).
The road is narrow with poor alignment, posing a high risk of accidents, and frequent icing in winter increases the risk of traffic accidents. In fact, 64 traffic accidents occurred on this road from 2017 to 2019.
Since taking office, Mayor Lee Sang-il of Yongin has met with Choi Sang-dae, the 2nd Vice Minister of the Ministry of Strategy and Finance, to explain the situation of Local Road No. 82 and the inconvenience to citizens, requesting cooperation.
In November last year, he also met with Osan Mayor Lee Gwon-jae to jointly cooperate for the early commencement of the non-expanded section of Local Road No. 82 from Namsa, Yongin to Jangji, Hwaseong, and requested cooperation from Won Hee-ryong, Minister of Land, Infrastructure and Transport.
To pass the feasibility reassessment, Yongin City excluded the 1.7 km section planned for four-lane expansion from the feasibility study. Currently, KDI is conducting a feasibility reassessment on a revised project plan involving two-lane construction and road improvements over a 5.1 km section.
Yongin City plans to utilize the road construction projects in the Tongsam District, where the district unit plan has been completed, and the southwestern logistics complex for the four-lane expansion of the 1.7 km section.
Choice Construction Co., Ltd., the developer of the Tongsam District, is investing 16.5 billion KRW to expand a 750 m two-lane road to a four-lane road with a width of 19 to 30.5 meters, targeting completion in 2027. The design is currently underway, and construction will begin once compensation is completed next year.
The southwestern logistics complex is scheduled to receive logistics complex planning and implementation plan approval this month. Yongin City plans to construct a 950 m road section concurrently with the logistics complex development.

Mayor Lee Sang-il emphasized, "With the advanced system semiconductor national industrial complex planned to be established on a 7.1 million square meter scale in Namsa-eup and Idong-eup, Cheoin-gu, failure to expand Local Road No. 82 will inevitably cause significant setbacks to the national industrial complex development. To realize the government's semiconductor industry promotion plan to create a semiconductor mega cluster connecting southern Gyeonggi areas such as Yongin, Hwaseong, and Pyeongtaek, Local Road No. 82 must be expanded."
