Seung-il Jeon, Gwangju Seo-gu Council Member, Passes 'Resident Autonomy Committee Support Ordinance'
Jeon Seung-il, a member of the Gwangju Metropolitan City Seo-gu Council, announced on the 12th that the "Ordinance on the Pilot Implementation, Establishment, and Operation of the Resident Autonomy Committee in Seo-gu, Gwangju Metropolitan City" was amended and approved with modifications at the 311th extraordinary session standing committee.
The Resident Autonomy Committee is an organization that aims to promote grassroots autonomy and enhance democratic participation awareness through autonomous operation by residents in each neighborhood for the welfare improvement of residents.
This ordinance amendment includes key provisions such as ▲allowing the payment of actual expenses and allowances to the secretary-general within the budget scope ▲prioritizing the hiring of residents of the relevant neighborhood when recruiting a secretary ▲ordering correction or refund of support funds if illegal or unjust reasons are found in audit and inspection results.
Councilor Jeon pointed out, "Until now, the ordinance providing the basis for the secretary's salary in the Resident Autonomy Committee allowed payment only as actual expenses," and added, "The executive branch has been executing the budget based on a faulty ordinance."
He continued, "Through this ordinance amendment, we have strengthened the executive branch's duty of guidance and supervision, such as correction orders and support fund refunds, to ensure proper budget execution and administrative procedures in the Resident Autonomy Committee."
