Yeongdeungpo-gu Accelerates Redevelopment and Reconstruction Efforts

Yeongdeungpo-gu (Mayor Choi Ho-kwon) is focusing its administrative capabilities to accelerate redevelopment and reconstruction.
They are fully operating the ‘Yeongdeungpo Redevelopment and Reconstruction Consultation Center’ and implementing the ‘Public Project Candidate Site Discovery Service.’ The goal is to speed up maintenance projects and prepare maintenance plans for development-neglected areas, transforming the district into a premium residential city.
Currently, housing maintenance projects underway in Yeongdeungpo-gu include 29 reconstruction zones and 48 redevelopment zones across 10 types, totaling 77 zones. Due to various project types such as New Town (16 cases), Urban Maintenance Type (9 cases), Public Redevelopment (8 cases), and 3080 Complex Development (4 cases), it is even called the ‘department store of urban maintenance projects.’
Among these complex development types, more information and expert advice are needed to find the most advantageous approach.
Therefore, the district first integrated the redevelopment and reconstruction departments and established a dedicated Residential Project Division in November 2022. This aims to accelerate project speed through focused administrative support and enhance planning capabilities for discovering new projects.
Additionally, the ‘Yeongdeungpo Redevelopment and Reconstruction Consultation Center’ has been fully launched to provide accurate information. On the 3rd, an opening ceremony was held with Mayor Choi Ho-kwon, district council members, and residents in attendance.
The center is located on the first floor of the Singil 5-dong Community Service Center. Two professionals with extensive experience in maintenance projects are assigned, and it operates Monday through Friday from 9 a.m. to 6 p.m. It offers customized consultation services related to redevelopment and reconstruction, and experts in each field will conduct resident education and briefings related to maintenance projects.

View original imageThe ‘Public Project Candidate Site Discovery Service’ is also being prepared for areas neglected in development. It targets areas that meet development requirements due to aging buildings but lack initiative and cohesive voices. The district will visit these areas to hold briefings and work closely with residents to find the most suitable development plans.
Furthermore, public support such as ‘support for forming promotion committees’ and ‘support for direct establishment of associations’ will be actively promoted. The district office will handle tasks such as preparing voter lists of landowners, establishing association plans, selecting maintenance companies, and collecting consent forms to reduce residents’ time and cost burdens in the early stages of projects.
Support eligibility requires over 50% approval and less than 25% opposition among residents within the maintenance zone for promotion committee formation support. For direct association establishment support, over 75% of landowners must agree to skip the promotion committee through a resident opinion survey.
Starting in July, safety inspection costs for reconstruction will also be supported. The basis for support was established by the amendment of related Seoul city ordinances in March, and the district is preparing an additional supplementary budget.
This year’s support scale is about 480 million KRW for four complexes. Support will be provided after signing agreements that specify support costs, repayment methods, and deadlines for complexes that meet resident consent rates.
Mayor Choi Ho-kwon of Yeongdeungpo-gu said, “Compared to other local governments, Yeongdeungpo-gu has many project zones and diverse types of urban maintenance projects, making it difficult for ordinary residents to fully understand. We will accelerate the creation of a pleasant residential environment through focused administrative support and develop into a premium residential city where everyone wants to live.”

Gwanak-gu (Mayor Park Jun-hee) has set the 2024 resident participatory budget at 1.8 billion KRW and is conducting a call for ‘Resident Participatory Budget Proposal Projects’ until May 31 to reflect diverse resident opinions.
The resident participatory budget call guarantees opportunities to participate in the budget formulation process and enhances transparency and publicness in financial management by allowing residents to directly propose and review projects to be included in the budget.
Proposed projects discovered by each dong (neighborhood) can be submitted without limits on the number of projects, within a budget cap of 30 million KRW per project, strengthening autonomy in project selection. Especially with the launch of the ‘Gwanak-type Resident Autonomy Committee’ in all dongs, it is expected that diverse and creative resident proposal projects closely linked to residents’ lives will be discovered.
Projects proposed through the call will be reviewed by the Resident Participatory Budget Committee and the dong community meetings, then deliberated by a coordination council composed of public and private members, and finally confirmed through the district council’s review and resolution in December.
To encourage broad resident participation, the district will hold public forums by four regions covering 21 dongs from May 24 to 25 to collect opinions and assist in proposal writing.
Additionally, the ‘Visiting Budget School’ will be regularly operated for groups or institutions of eight or more people to provide education on resident participatory budgeting.
Any Gwanak-gu resident or those living in the Gwanak-gu area who wish to participate can submit proposals directly through the online Gwanak Office website under Resident Participatory Budget, or via visit, mail, fax, or email.
