Building a professional workforce to provide customized lifelong education for slow learners throughout their life cycle
Starting development and support of various programs for slow learners in blind spots
Seongbuk-gu establishes a support ordinance to create a systematic institutional support framework for slow learners
Seongbuk-gu (District Mayor Lee Seung-ro) is operating the ‘2023 Seongbuk-gu Slow Learner Specialized Instructor Training Course.’ The goal is to establish a local instructor training system and operate a professional workforce pool to provide customized lifelong education tailored to the life cycle of slow learners.
‘Slow learners’ are individuals who do not have intellectual disabilities but have an intelligence development quotient between 71 and 84. Due to cognitive, emotional, and social characteristics, they often face difficulties such as learning delays, maladjustment in school and society, and failure to become independent. They account for about 13.6% of the population, but due to the unfamiliarity of the concept and other reasons, institutional support has been insufficient, which has been a persistent issue.
In response, Seongbuk-gu enacted the Slow Learner Support Ordinance at the end of last year to establish a legal basis for support. The district also gathered opinions from experts, parents, and related organizations multiple times to discuss concrete support measures, including the specialized instructor training course for slow learners who are in educational blind spots.
This training course covers practical teaching content such as interaction with slow learners, communication methods, emotional coaching, literacy and numeracy guidance. After completing the course, participants will continue their professional instructor activities through capacity-building mentoring, practical programs, and advanced education.
Additionally, Seongbuk-gu is closely cooperating with the Slow Learners Citizens Association, Seongbuk-gu Child and Youth Network, Seongbuk-Gangbuk Learning Support Center, Seongbuk Education Welfare Center, and local welfare institutions to establish an integrated support system. The district plans to discover slow learners and provide various lifelong education supports tailored to their pace throughout their life cycle.
