The Age Term 'Man' Disappears from Local Government Administrative Language... Ulsan City Begins Revising Ordinances and Regulations
Following the Implementation of the "Unified Age Act" on June 28
Ulsan City is set to amend ordinances and regulations containing the term ‘full age’ ahead of the implementation of the ‘Full Age Standardization Act’ on June 28.
Once the law is enforced, the age itself will inherently represent full age even without the ‘full’ designation, making the use of ‘full’ in ordinances and regulations unnecessary.
On May 3, Ulsan City announced a comprehensive amendment proposal to remove the term ‘full’ from age criteria in ordinances and regulations.
The ordinances involved include four: the Ulsan Metropolitan City Cultural Heritage Protection Ordinance, the Ulsan Metropolitan City Childcare Support Ordinance, the Ulsan Metropolitan City Children’s Theme Park Installation and Operation Ordinance, and the Ulsan Metropolitan City Funeral-related Ordinance. The regulations include two: the Ulsan Metropolitan City Public Officials Duty and Emergency Work Regulation, and the Ulsan Metropolitan City Sanitation Worker Service Regulation.
An official from Ulsan City stated, “In accordance with the newly established provisions on age calculation and display in the Framework Act on Administrative Procedures, we will comprehensively amend city ordinances and regulations to align with the law’s intent, thereby establishing full age as the standard and ensuring legal compliance.”
Under the Full Age Standardization Act, age is calculated by subtracting the birth year from the current year; if the birthday has passed, the age is applied as is, but if the birthday has not yet occurred, one year is subtracted. However, if the age is under one year, it may be expressed in months.

The amendment proposals for ordinances and regulations will collect opinions from citizens and related organizations until May 23. After review by the Ordinance and Regulation Deliberation Committee, they will be promulgated upon passage at the plenary session of the 239th Ulsan Metropolitan City Council regular meeting starting June 7.
