Congestion Toll Collection to Resume from Next Month 17
Vehicles using Namsan Tunnels 1 and 3 will not have to pay the congestion toll of 2,000 won for one month from the 17th of this month to the 16th of next month.
The Seoul Metropolitan Government decided to exempt tolls in both directions as the second phase, following the first phase where tolls were collected for the city center direction and exempted for the outer (Gangnam) direction until the 16th of this month.
This measure is to verify the effectiveness of the congestion toll policy for Namsan Tunnels 1 and 3, which has been in effect since 1996, together with citizens.
The congestion toll was imposed on vehicles passing through Namsan Tunnels 1 and 3 on weekdays from 7 a.m. to 9 p.m. to alleviate severe traffic congestion on roads connected to the tunnels.
On the 16th, a notice about the exemption of congestion tolls is posted at the Namsan Tunnel.

However, since the toll has been fixed at 2,000 won for 27 years, the perceived burden on citizens has decreased, and the exemption rate according to the ordinance?including buses, freight vehicles, electric vehicles, and vehicles with three or more passengers?has reached 60%, leading to criticism that the collection system’s effectiveness has declined.
The city will analyze changes in traffic volume and travel speed on major roads in Seoul during the toll exemption period and announce the results in June. Based on this, discussions with experts and citizens will be held to decide the policy direction for the Namsan Tunnels 1 and 3 congestion toll by the end of the year.
