The first unification white paper published by the Yoon Suk-yeol administration clearly stated that the instability of the Korean Peninsula situation and the breakdown of inter-Korean exchange and cooperation are due to North Korea's nuclear threats and military provocations. Notably, the term 'denuclearization of the Korean Peninsula' was changed to 'denuclearization of North Korea,' specifying North Korea as the subject and responsible party for denuclearization.
On the 14th, the Ministry of Unification published the approximately 290-page '2023 Unification White Paper' containing these contents. Minister of Unification Kwon Young-se stated in the foreword that the North Korean nuclear issue is the 'fundamental cause of the deterioration of the Korean Peninsula situation,' and the white paper noted from Chapter 1 that "North Korea maintained a hardline stance toward us and the United States and, despite chronic economic difficulties, continued nuclear and missile threats and provocations, exacerbating security instability on the Korean Peninsula."
This mention is interpreted as clearly attributing responsibility for the deterioration of the Korean Peninsula situation and the stagnation of inter-Korean relations to North Korea's nuclear development and military provocations. In particular, this year's white paper clearly adopts a hardline tone regarding North Korea's provocations with expressions such as ▲zero tolerance for any armed provocations ▲firm response. During the Moon Jae-in administration, the last unification white paper, the '2022 Unification White Paper,' included the phrase "North Korea heightened tensions by test-firing various missiles," but it did not describe these actions as 'provocations,' marking a notable difference.
Above all, this year's white paper officially changed the term 'denuclearization of the Korean Peninsula,' used until last year, to 'denuclearization of North Korea.' The denuclearization of the Korean Peninsula originated from the 1992 inter-Korean Joint Declaration on the Denuclearization of the Korean Peninsula, and the Moon Jae-in administration officially used this term. Changing it to 'denuclearization of North Korea' is interpreted as a clearer affirmation that North Korea is the subject that must give up nuclear weapons.
Additionally, the traditionally used expressions 'North Korea-US' and 'North Korea-US relations' were changed to 'US-North Korea' and 'US-North Korea relations.' Earlier, the Ministry of Unification also specified this in promotional materials for the Bold Initiative, the Yoon Suk-yeol administration's denuclearization roadmap, at the end of last year.

Furthermore, this year's white paper is evaluated as placing considerable emphasis on North Korean human rights issues. In last year's white paper, the North Korean human rights issue was placed at the end of Chapter 3, 'Humanitarian Cooperation,' but this time it is dealt with in detail throughout Chapter 2. This reflects the Yoon Suk-yeol administration's stance of recognizing North Korean human rights issues as an important matter, as much as denuclearization of North Korea.
