LH Files 360 Million Won Damage Lawsuit Over Illegal Actions by Yangju Hoecheon A-18 Block Construction Union
Korea Land and Housing Corporation (LH) announced on the 13th that it has filed a civil lawsuit claiming damages for losses caused by suspected illegal activities at the Yangju Hoecheon A-18 block construction site in Deokgye-dong, Yangju-si, Gyeonggi-do. This is the second lawsuit following the Changwon Myeonggok site in Gyeongnam in February.
The defendants in the civil damage claim are the individuals who directly engaged in the suspected illegal activities at the site and their superior organizations. According to LH, the A labor union at the site demanded from June 20, 2021, that workers be hired by team as formwork carpenters, rebar workers, concrete workers, etc., and forced the expulsion of workers belonging to other unions. They also demanded labor contracts favorable to union members, including four weekly holiday allowances per month and a wage increase of 500,000 KRW per person per month.
After the primary and subcontractors refused these demands, from late August to mid-November of the same year, the union workers engaged in work stoppages, obstructing the construction work of general workers and causing a 24-day delay in the construction period. LH initially claimed damages amounting to approximately 357 million KRW. They plan to expand the claim if additional damages occur after design changes are completed.
Meanwhile, LH filed a second round of criminal complaints regarding 51 suspected illegal activities at 18 construction sites last month. After investigating 235 sites, they are preparing a third round of complaints. For 95 sites requiring supplementary investigations such as securing related materials, investigations will be completed by the end of May, and immediate legal action will be taken upon discovery of suspected illegal activities.

An LH official stated, "Regardless of when they occurred, we will pursue criminal complaints and damages claims for all uncovered suspected illegal activities to hold those responsible strictly accountable, and establish sound labor-management relations and a healthy construction industry culture."
