Muan-gun Partners with Post Office to Identify Welfare Blind Spots
Identifying and Supporting Vulnerable Groups... 'Welfare Registered Mail Service'
Muan County, Jeollanam-do (Governor Kim San) signed a business agreement with Muan Post Office (Director Kim Suk-young) on the 23rd to promote the ‘Welfare Registered Mail Service Project’.
According to the county on the 24th, the ‘Welfare Registered Mail Service’ project involves postal workers delivering registered mail containing welfare program information to households suspected of being in crisis, while assessing the situation of those households.

If a household is judged to be in crisis, the county’s integrated case managers and customized welfare teams from the towns and townships visit the site to discover and support welfare blind spots through this cooperative project.
At the signing ceremony, Kim Suk-young, director of Muan Post Office, stated, “Through organic cooperation with the county, we will strengthen the role of the postal network as a social safety net,” and added, “We will do our best to support the project to ensure its successful operation.”
Governor Kim San said, “We expect the Welfare Registered Mail Service Project to play a significant role in discovering and supporting crisis households such as solitary deaths among single-person households and welfare blind spots,” and urged, “I hope both organizations will do their best to always pay attention to our neighbors in need and ensure that necessary welfare services are delivered without omission to those who require help.”
Meanwhile, Muan County is actively leading efforts to discover and resolve welfare blind spots by strengthening human networks to provide more proactive welfare information guidance and linkage when crisis signs (such as power or water outages, arrears, etc.) are detected during the 8th term of the civilian administration. The county also utilizes private resources such as the local community security council, welfare task force, and honorary social welfare officers to proactively identify and support vulnerable groups.
