Incheon City Promotes 5-Year Plan for a 'Safe City'... Living Safety Index Improved from Grade 5 to Grade 2
Zero Deaths from Infectious Diseases and Fires Targeted
Promotion of the Establishment of the 2nd Incheon Medical Center and Infectious Disease Specialized Hospital
Incheon City has decided to focus on raising its lowest-level living safety index to grade 2 by 2027 and achieving zero deaths from infectious diseases and fires.
The city announced on the 20th that it has prepared a "Basic Plan for a Safe City" containing these measures to strengthen citizen safety.
The basic plan, established to predict and respond in advance to potential risks caused by the diversification, complication, and enlargement of disaster types and scales, will be implemented from this year through 2027.
The city has set specific annual damage reduction targets for various natural and social disasters in this plan.
By 2027, the city aims to reduce property damage from wind and flood disasters from 307 million won to 1 million won, casualties from heavy snow and cold waves from 10 to 0, deaths from fires and explosions from 11 to 0, deaths from infectious diseases from 27 to 0, and deaths from road traffic disasters and accidents from 93 to 54.
Additionally, among the regional safety indices announced annually by the government, the city plans to raise its living safety index from grade 5 last year to grade 2.
To achieve this, the city has established and will actively pursue three major strategies: natural disaster management, social disaster and safety accident prevention, and urban competitiveness enhancement.
For natural disaster safety management, the city will install and operate heatwave mitigation facilities and automatic snow removal devices, and actively respond to infectious disease prevention and management by attracting specialized infectious disease hospitals and establishing a second Incheon Medical Center. It will also create a fire prevention environment in traditional markets and improve facilities in zones protecting vulnerable traffic groups.
Furthermore, the city plans to introduce an ICT (Information and Communication Technology)-based smart disaster management system, build an earthquake-safe city, provide easy-to-understand, experience-oriented safety education, and promote advanced disaster safety city initiatives and information exchange between countries.

An official from Incheon City stated, "We will prioritize policies considering types of living safety accidents such as falls, injuries, and burns, which frequently occur, and focus on managing areas with many disaster-vulnerable populations."
