Gwangju Nam-gu Shows Remarkable 'Staff-to-Staff and Institution-to-Institution' Collaboration Culture
[Asia Economy Honam Reporting Headquarters Reporter Park Jin-hyung] Nam-gu, Gwangju Metropolitan City is enhancing the efficiency of administrative work through the operation of a collaboration point system that shares knowledge and information between departments within the public service or between departments and officials of other institutions.
In particular, as a culture of task processing through collaboration has taken root, Nam-gu's collaboration point usage rate ranked first among metropolitan and basic local governments in the Gwangju area and 15th nationwide among local governments, showing that it is leading administrative innovation in the field.
According to Nam-gu on the 24th, collaboration points are one of the practical measures to activate collaboration, where central government and local government officials provide points to each other when they help each other through the ‘Onnara Ieum Collaboration System’ during their work process.
The purpose is to eliminate barriers between departments or government ministries and other public institutions to achieve synergy effects such as improving work efficiency within the public service.
When exchanging knowledge and know-how or information related to work fields, a message expressing gratitude along with 10 points per instance within a monthly limit of 200 points can be exchanged, but it cannot be used among employees within the same department.
According to the Onnara Ieum system, the usage status of collaboration points in Nam-gu for the past year (as of the end of November 2022) was recorded as 20,750 points received and 22,150 points sent.
The ranking of usage performance by institution is determined according to each institution’s collaboration point usage rate (total points divided by the average number of employees per institution), and the higher the usage rate of received points, the higher the rank.
When the usage rate of received points is tied, the usage rate of sent points is applied in descending order.
Nam-gu’s usage rate of received points was 18.67 points (20,750 points / 1,111 people), the highest among local governments in the Gwangju area, and ranked 15th nationwide.
In fact, last year Nam-gu collaborated with other public institutions such as Nambu Police Station, Gwangju Tax Office, Korea Communications Agency, KEPCO KPS, and Korea Arts Council to carry out various projects including a safety project for single-person households and an experience with the recycling collection robot Supercube that separates recyclables using artificial intelligence.
