[Asia Economy Reporter Yoo Byung-don] The special law enacted for those who graduated from national teachers' colleges before October 1990 but were not appointed as teachers due to military service will be abolished.
On the morning of the 14th, the Ministry of Education announced that the agenda to abolish the "Enforcement Decree of the Special Act on the Employment of Teachers Not Appointed Due to Military Service Obligation" was passed at the Cabinet meeting.
This law was established in 2005 to specially employ those who graduated from national teachers' colleges before the ruling that declared the priority employment of graduates from national teachers' colleges under the "Educational Officials Act" unconstitutional, and who were registered on the teacher appointment candidate list but were not appointed due to fulfilling their military service obligations.
Since then, a total of 641 people were employed, including 507 in 2006 and 121 in 2007, achieving the purpose of the law.
Accordingly, the special law was abolished as of April 23, 2019, and with the abolition of the enforcement decree on this day, it has disappeared into history.
Additionally, the Ministry of Education announced that the "Enforcement Decree of the Special Act on Refund of School Site Charges" will also be abolished at the Cabinet meeting on this day due to the repeal of the superior law.
This special law was established following the Constitutional Court's ruling in March 2005 that declared unconstitutional the provisions of the "Special Act on Securing School Sites," which imposed school site charges on individuals who purchased apartments in multi-family housing complexes.

The Ministry of Education stated that the refund and settlement of previously collected charges have been completed, leading to the abolition of the special law enforcement decree.
