[Asia Economy Reporter Heo Kyung-jun] The government plans to submit a total of 210 bills to the National Assembly this year, including the ‘Public-Private Cooperation Digital Platform Government Special Act’ to realize a digital platform government.
The Ministry of Government Legislation announced on the 25th that it reported the ‘2023 Government Legislative Plan’ with this content to the Cabinet meeting. Every year, the Ministry of Government Legislation establishes the legislative plans for each ministry by compiling and coordinating the enactment and amendment plans of major government policies, reports them to the Cabinet meeting, and notifies the National Assembly.
Among the bills, 117 will be submitted during the extraordinary sessions (January to August, December), and 93 during the regular session (September to November). Of the legislative bills, 17 are new enactments, 7 are complete revisions, and 186 are partial amendments.
The ‘Public-Private Cooperation Digital Platform Government Special Act,’ which allows the joint use of national data and services by the private sector and government, will be submitted to the National Assembly in August. The ‘Science and Technology Culture Promotion Act,’ which establishes the basis for promoting science and technology culture policies so that the public can widely enjoy them and operates regional science culture activation base institutions, will be submitted in December.
The amendment to the Labor Standards Act, which expands the choice of working hours for labor and management by introducing a working hours savings account system that allows saving extended, night, and holiday work hours to use as leave, will be submitted to the National Assembly in June.
In addition, bills aimed at deregulating and fostering new industries will also be submitted, such as the amendment to the Special Act on the Designation and Operation of Free Economic Zones, which strengthens corporate support and relaxes development-related regulations, and the amendment to the Act on the Securing, Management, and Use of Marine Fisheries Biological Resources, which establishes an institutional foundation for fostering the marine bioindustry.
