Local Autonomy Talent Development Institute Signs Business Agreement with Saemaeul Foundation
Cooperation for Strengthening Foreign Public Officials' Competencies
[Asia Economy Reporter Kiho Sung] The Local Autonomy Talent Development Institute of the Ministry of the Interior and Safety announced on the 19th that it signed a memorandum of understanding (MOU) with the Saemaul Foundation, a specialized training institution in the field of regional development, to ensure the substantial operation of capacity-building education for foreign public officials the day before.
The MOU signing ceremony held at the Local Autonomy Talent Development Institute was attended by Ryu Im-cheol, head of the institute, Lee Seung-jong, CEO of the Saemaul Foundation, and officials from both organizations. Through this MOU, the two institutions agreed to mutually cooperate on lectures and field visits related to ‘regional development (Saemaul Undong)’ as part of the capacity-building education for foreign public officials conducted by the Local Autonomy Talent Development Institute.
Since 2000, the Local Autonomy Talent Development Institute has been operating capacity-building courses for local public officials in developing countries as part of South Korea’s official development assistance. In particular, a survey conducted by the institute targeting public officials from developing countries revealed a high demand for education in the field of ‘regional development.’

Ryu Im-cheol, head of the Local Autonomy Talent Development Institute of the Ministry of the Interior and Safety, stated, “Based on this agreement, we expect to actively share Korean regional development cases and directions for development according to changing times with local public officials from developing countries, contributing not only to the sustainable development of developing countries but also to establishing South Korea’s role as a global pivotal country befitting its national stature.”
