Full Opening of Public Data... Realizing a Digital Platform Government
Launch of the 5th Public Data Strategy Committee
[Asia Economy Reporter Kiho Sung] The government plans to accelerate the realization of a digital platform government by switching to full open access (negative system) for public data, expanding real-time data provision, and standardizing data.
On the 29th, the Ministry of the Interior and Safety announced that it launched the "5th Public Data Strategy Committee" and discussed the public data innovation strategy that concretizes the digital platform government and the 4th Basic Plan for Public Data on the same day.
At this first meeting, the public data innovation strategy to accelerate the implementation of the digital platform government was unveiled. The main contents include ▲ strengthening citizens' data usage rights, ▲ revitalizing digital services through data, ▲ innovating work methods based on data, and ▲ establishing a foundation for public data innovation.
To strengthen citizens' data usage rights, data that had been kept private will be comprehensively reviewed and disclosed, and public data will be fully opened (negative system) through the introduction of authenticity verification services. Accordingly, the opening of field data from frontline agencies closely related to citizens' lives will accelerate, and citizens' access to data jointly created by the public and private sectors will expand.
By expanding the provision of real-time data (from seconds to daily units) capable of ultra-precise predictive activities, the government supports the creation of new opportunities for businesses through data. The system for linking and utilizing public data in various services will be strengthened, and through public data quality certification and standardization of unstructured data, the government plans to actively support the creation of new business opportunities.
To enhance the effectiveness and transparency of government policies, work methods based on data will be improved, and the foundation for public data innovation will be strengthened. This includes expanding data sharing and analysis infrastructure, enhancing data utilization, securing cutting-edge private sector technologies and data, and establishing data ethics standards for public sector workers.
Meanwhile, at this first meeting, the "4th Basic Plan for Public Data," a three-year public data plan established under Article 7 of the "Act on the Provision and Use Promotion of Public Data," was also discussed. The 4th Basic Plan for Public Data is scheduled to proceed with a budget of 1.1925 trillion KRW, consolidating basic plans from 49 central administrative agencies, 17 local governments, the Court Administration Office, and 67 other institutions, and reflecting the opinions of over 4,100 citizens.

Minister of the Interior and Safety Sangmin Lee stated, “The government has supported the growth of the domestic data industry by opening various public data and enhancing private sector utilization, achieving first place three consecutive times in the OECD-led public data policy evaluation,” and added, “Based on the public data innovation strategy and the 4th Basic Plan for Public Data, we will further open public data and support data utilization by citizens and businesses to create an innovative ecosystem where new added value and services are generated.”
