[Asia Economy Reporter Baek Kyunghwan] President Yoon Seok-yeol will report live to the public on the 'Implementation Status of National Tasks.' Considering that his last doorstepping on the way to work was on the 18th of last month, this marks the first time in about a month that President Yoon will publicly express his stance on current issues. Since he has frequently issued messages regarding livelihood and the economy, the main focus of the day is the three major reform tasks (labor, pension, education). The Presidential Office is also reportedly preparing a separate analysis of the voices from the political circles and the public regarding these reform tasks.
According to the Presidential Office on the 15th, President Yoon will preside over the 'National Task Review Meeting' in the afternoon under the theme 'Promises to the People and Implementation.' This is an occasion for President Yoon to inform the public about the progress of the 120 national tasks announced during the transition committee. President Yoon instructed the ministers of each department to "report matters that require the public’s understanding as they are." A senior official from the Presidential Office explained, "This is a time for the public to directly check how much the key national tasks being promoted by each ministry have progressed and what changes the public will experience," adding, "Strengthening communication by seeking public understanding of policy implementation is necessary so that the private sector can respond predictably."
The adjustment of the meeting’s themes from the original four?▲Economy and Livelihood ▲Vision and Strategy for the Local Era ▲Pension, Labor, Education ▲Future Growth Sectors?to three also aligns with this context. The future growth sectors were excluded because these tasks are frequently addressed in export strategy meetings and emergency economic livelihood meetings, indicating an intention to focus more on the remaining three themes. The Presidential Office also identifies the three major reform tasks as the main focus of the meeting. Since President Yoon has recently emphasized the need for reforms not only in labor, pension, and education but also in health insurance, the strategy is to publicize these reform tasks and officially kickstart them.
First, in response to the recent collective transport refusal by the Cargo Solidarity Headquarters of the Korean Confederation of Trade Unions Public Transport Workers’ Union (Cargo Solidarity), President Yoon mentioned the need to resolve the dual structure of the labor market, and it is expected that he will bring up reforms such as the revision of the 52-hour workweek system in connection with this. In pensions, measures such as gradually raising the insurance premium rate to 15% to delay the depletion of funds or adjusting the pension eligibility age are expected to be proposed. In education, talent development and deregulation in the education sector will be addressed.
It is also highly likely that the abolition of 'Moon Jae-in Care,' which includes strengthening coverage, will be formalized. On the 13th, at the Cabinet meeting, President Yoon pointed out that reforming the health insurance system is "not a choice but a necessity." 'Moon Jae-in Care' is the Moon Jae-in administration’s policy to strengthen health insurance coverage, applying health insurance to most medical expenses except for cosmetic and plastic surgery. However, the current government argues that as personal out-of-pocket expenses decreased, over-treatment increased, worsening the health insurance finances.
