In the Ruling Party, 'Criticism'; in the Opposition, 'Praise'... Divergent Political Evaluations of Joo Ho-young

This is because he significantly accepted the opposition party's demands following the acceptance of the Itaewon disaster parliamentary investigation, and there is also a sympathetic view that this was an unavoidable choice for smooth governance in a "minority ruling party, majority opposition" political landscape.
The Democratic Party recently attributes the People Power Party's acceptance of the parliamentary investigation into the Itaewon disaster to the decisive leadership of Joo Ho-young. A member of the Democratic Party leadership said in a phone interview on the 25th, "This parliamentary investigation agreement was possible because of Floor Leader Joo," adding, "He was able to control internal dissent and successfully lead the agreement with the opposition party."
In particular, after the first meeting of the parliamentary investigation special committee on the 24th ended in chaos, the People Power Party decided through a party meeting on the same day to cooperate with the investigation by adding the condition "limited to the Supreme Prosecutors' Office's drug investigation department" instead of reversing the decision. This move was praised as demonstrating leadership. Despite pressure from the party's "pro-Yoon faction," he was highly regarded for leading public opinion toward negotiating with the opposition party.
On the other hand, evaluations within the ruling party are rather lukewarm. There are many voices opposing Floor Leader Joo. At the party meeting the previous day, many pro-Yoon faction members were absent. In the plenary session vote on the parliamentary investigation agenda, 13 members including key pro-Yoon figures Jang Je-won, Yoon Han-hong, Park Sung-joong, and Lee Yong voted against it. This revealed that despite the agreement on the investigation, there is considerable dissent within the floor.
This is not the first time that the ruling and opposition parties have had conflicting evaluations of Floor Leader Joo. Earlier this month, during the National Assembly's Public Administration and Security Committee's audit of the Presidential Office, Floor Leader Joo, acting as the committee chair, ordered the removal of two senior secretaries from the Presidential Office following opposition party demands after a "written communication controversy." Because of this, he was attacked within his party, especially by the pro-Yoon faction. Lawmaker Jang Je-won publicly said he was "boiling with anger," and first-term lawmaker Lee Yong later openly criticized Floor Leader Joo's removal order as inappropriate during a party meeting. A senior People Power Party lawmaker expressed dissatisfaction by saying, "I don't know which party's floor leader this is." Conversely, the Democratic Party widely praised him for "good parliamentary procedure management."
Floor Leader Joo's mixed evaluations are analyzed to stem from practical considerations. Upon his previous appointment as floor leader, he emphasized "livelihood" and "budget" as his priorities. He stated, "The ruling party must prioritize taking care of livelihoods and the daily lives of the people," and "Important livelihoods come from policies and budgets." In a minority ruling party, majority opposition situation, cooperation with the opposition is essential to manage livelihoods and budgets, so he believes it is necessary not to stubbornly confront the opposition. Regarding his own party, he stressed stricter principles, saying, "If there are undemocratic and irrational elements within our party, they must be boldly removed," and "If it is a reasonable, democratic, and fair party, anyone in the public will participate and love it."
Democratic Party Floor Leader Park Hong-geun also evaluated Floor Leader Joo, his counterpart in floor negotiations, as "reasonable" and "so proactive that he even suggested having a meal with us first."

Joo Ho-young, who has been elected five consecutive times in the Daegu-Gyeongbuk (TK) region, a stronghold of the People Power Party, is known for having no clear factional alignment and for being a devout Buddhist. He previously served as floor leader of the People Power Party's predecessor, the United Future Party, and holds the rare record of being appointed floor leader for the second time in two years amid party turmoil caused by the "Lee Jun-seok incident."
