Suwon City to Make Taxi Hailing Easier from December... 'Taxi Rotation System' Lifted
[Asia Economy (Suwon) = Reporter Lee Young-gyu] Suwon City in Gyeonggi Province will lift the taxi restriction system starting December 1st, following the partial revision of the Ministry of Land, Infrastructure and Transport's "Guidelines for Taxi System Operation Standards."
Suwon City announced on the 24th that it will completely lift the taxi restriction system in the Suwon area, where the current taxi policy operates with a 10-day rotation system for general (corporate) taxis and a 3-day rotation system for private taxis, starting next month.
Suwon City expects that the number of taxis operating per day will increase by about 980 once the restriction system is lifted. Registered taxis in Suwon include 3,132 private taxis and 1,570 general taxis, totaling 4,047 vehicles.
Previously, the Ministry of Land, Infrastructure and Transport revised the "Guidelines for Taxi System Operation Standards" to state that "areas experiencing taxi boarding difficulties will not apply the taxi restriction system."
The criteria for lifting the restriction system include ▲a significant decrease in corporate taxi drivers over the past three years (a decrease of more than one-fourth) ▲areas with high taxi transportation demand (high occupancy rate) ▲and continuous complaints about boarding difficulties from the local community.
Suwon City met two out of the three criteria set by the Ministry of Land, Infrastructure and Transport for lifting the restriction system and decided to fully lift the taxi restriction system.
To alleviate late-night taxi shortages, Suwon City changed the restriction hours from midnight to 5 a.m. starting June 1st. Additionally, from October 24th to November 4th, the city listened to the voices of stakeholders related to the restriction system, including private and general taxi drivers and the Gyeonggi Suwon branch of the National Taxi Labor Union Federation. On the 18th, the city held the "Suwon City Taxi Policy Committee" meeting to gather opinions.

A Suwon City official said, "We hope that lifting the taxi restriction system will alleviate the boarding difficulties to some extent," adding, "We will continuously collect opinions from citizens and taxi workers and make improvements if any problems arise due to lifting the restriction system."
